Purpose of consultancy
In the context of the WHO Health Emergencies Incident Management System (IMS) at the Cox’s Bazar level, the incumbent will work with WHO, and other key stakeholders to support the implementation of a standardized approach to the Health Cluster / Health Emergency Response Information Management activities in Cox’s Bazar Rohingya response as well as the wider district based on the need. The IMO will support response in multiple emergencies including the refugee emergency overall, as well as outbreaks of communicable disease (COVID-19 and cholera) and environmental hazards, including cyclones and monsoon rains and flooding. The consultant, under the over-all supervision of the Head of Sub-office (HoSo), and the technical supervision of the Health Sector Coordinator, will support information management across the board, which includes GIS support for map development, supporting the health sector coordinator in communicating with the partners, JRP 2020 planning, monitoring and reporting on key health sector indicators and offering support and advice on health information management to the sector and production of information products, among other responsibilities. Furthermore, the IMO will directly support and give guidance in the management of the WSO Information Management Unit with the aim to standardize WHO data management across WHO programs in Cox’s Bazar.
Background
August 2022 marked five years after the massive influx of Rohingya refugees, making the response a protracted emergency according to the WHO Emergency Response Framework. By October 2022, there are more than 940,000 refugees. About 97% of the refugees are living across 33 camps in Cox’s Bazar where the WHO/Health Sector is directly responsible for the coordination of the health response, the rest of the refugees are in Bashan char island where UNHCR is directly responsible for the health and nutrition sector coordination and collaborating with WHO for technical support. The IMO will guide and provide technical expertise for the national colleagues from WHO and over 70 health partners in the collection, data analysis and management and WHO Information Unit and the health sector products based on standardized indicators.
Summary of assigned duties:
Under the overall supervision of the Head of Sub-office (HoSO) and direct supervision of the Health Sector Coordinator in WHO Cox’s Bazar emergency sub-office, the international consultant shall be responsible for undertaking the following responsibilities. Note that during deployment, duties may be modified, based upon the technical needs of the Programme:
Deliverables:
Deliverable 1: Information products delivered of sufficient quality, in timely manner (sitreps, bulletins, maps, visualizations, dashboard, PHSA) in line with PHIS.
Deliverable 2: Planning, including Joint Response Plan, and Health Sector Strategic Plan, completed within agreed timeframe and reported against in line with Health Cluster standards.
Deliverable 3: Data collection (4Ws, facility database, quarterly monitoring, DHIS-2, EWARS), analysis and visualization process reviewed and strengthened.
Deliverable 4: Assessments, including multi-sector needs assessment and ad hoc assessments, completed, in line with WHO and the Health Cluster standards.
Deliverable 5: To establish a functional WSO Information Management Unit
Educational Qualifications:
Essential: Advance University Degree in Information Technology, Computer Science, Natural Science or another field from an accredited/recognized institute.
Desirable: Certificate or equivalent professional training, self-study or work experience in information management in health, epidemiology or related fields.
Experience:
Essential: 5 to 10 years of working experience in information management preferably with international or national organizations.
Desirable: Previous experience of working in emergency situations for WHO.
Skills/Knowledge:
Working knowledge of use of Microsoft application tools, Power-BI and other visualization tools, and WHO writing skills
Languages required:
Excellent command of English
Computer Literacy:
ArcGIS, Epi Info/SPSS, Power-BI/Data Studio, Microsoft application tools, others
Location:
On site: Cox’s Bazar, Bangladesh
Travel:
Local travel within the Cox’s Bazar district/interaction with partners and beneficiaries as needed.
