Nepal is highly exposed to multi-hazards including earthquakes, floods, droughts, fire and landslides. The five-year country programme (2018-2022) of UNICEF Nepal has put an emphasis on integrating Disaster Risk Reduction (DRR) and Climate, Energy and Environment (CEE) in the programmes. UNICEF Nepal is mainly working in areas of WASH, Health, Child Protection, Nutrition, Education and Social Policy. The office is mainstreaming cross cutting areas such as DRR, CEE, disability, adolescents, early childhood development (ECD). Our main counterpart is the Government of Nepal at all levels while we also work with civil society organizations, research and academic institutions. Each of our sectoral rolling work plan has an output on DRR and CEE. The CEE consultant, will support the advancement of CEE work in UNICEF Nepal.

How can you make a difference?

The primary function of the consultant will be to provide technical support and manage the JOA funded programme on "Improving access to eco-cookstoves and establishing green zones at schools and health facilities in Nepal to address afforestation and air pollution". The consultant will be responsible for building and aligning the capacity of sectoral colleagues and partners, support them to implement CEE components in programmes, as well as document and disseminate good practices and lessons learned on CEE. Furthermore, the consultant is also expected to support CEE policy related work and design new CEE programmes whenever there is an opportunity.

Specific Tasks:

I. Provide technical support and manage the programme of "Improving Access to Eco-cookstoves and Establishing Green Zones at Schools and Health Facilities in Nepal to Address Deforestation and Air Pollution" in collaboration with the Nepalgunj Zonal Office, Health and Education sections, partners and resource persons. Ensure effective funds management as well as timely and quality reporting.

II. Build capacity of relevant staff and stakeholders from UNICEF, government and non-government partner organizations on CEE especially for JOA funded and Child Centred Disaster Risk Reduction (CCDRR) programmes

III. Ensue the development of training and IEC materials for the project beneficiaries, government,

partners and staff

IV. Provide technical guidance and assistance to sections and field offices in carrying out CEE components in UNICEF programmes and follow up with the progress

V. Conduct stakeholder analysis - who is doing what and where in Nepal on CEE

VI. In consultation with internal and external stakeholders, identify at least one policy intervention and ensure UNICEF's contribution to that policy formulation/change/implementation

VII. Develop and roll out the dissemination plan of the study findings on the impact of climate change and environmental degradation on children in Nepal

VIII. Identify, document and disseminate good practices on CEE through internal and external platforms

IX. Provide support for the preparations of concept note, proposal, situation analysis (SitAn), programme strategy notes on CEE as and when required

X. Contribute to the development and implementation of climate change advocacy plan and the campaign on green cities

XI. Contribute to the greening UNICEF operations by participating and contributing to the greening committee

XII. Any other tasks assigned by the office to advance the CEE programming

Duration of the contract

The total duration of the consultancy is for 11.5 months effective from 01 May 2021.

To qualify as an advocate for every child you will have...

Required Education and Work Experience

  • Master's degree in relevant field, preferably in Climate Change, Environmental Policy, Energy Policy, Disaster Management, International Development, etc
  • 5 years of experience in the field of Climate, Emergency and Environment (CEE) in developing countries
  • At least 2 years working experience in Nepal will be an asset
  • Prior UNICEF and UN experience will be preferred.

Language Proficiency

  • Fluency in written and spoken English
  • Knowledge of Nepali will be an asset.

Technical Knowledge

  • Advanced knowledge of global policies, strategies and developments on CEE
  • Knowledge of Government of Nepal's CEE policies, strategies and programmes
  • Knowledge on improved cook stoves, carbon trading and afforestation
  • Knowledge of documentation such as writing proposals, case studies, and human interest stories
  • Knowledge of capacity building approaches and strategies
