Context:

With more than 4.6 million Venezuelans in the world and 3.8 million in the region, Latin America is experiencing the biggest exodus in its history. The outflow of people keeps increasing, while national capacities are already overstretched. In this context, several Governments are seeking support while flagging the need for a regional approach.

In Perú, in November 2019, the Migration authority (Superintendencia Nacional de Migraciones) reported over 863 613 Venezuelans in Peru, which makes Peru the second largest destination country for Venezuelans in the region.

The arrived population from Venezuela face various risks throughout their journey and arrive in direct need of assistance. The access to health and other social services, livelihoods, and the rise of xenophobia manifestations are among the main concerns for their socioeconomic integration. A response to the humanitarian needs of Venezuelan refugees and migrants is currently underway under the leadership of IOM and United Nations High Commissioner for Refugees (UNHCR) and through joint projects and coordinated strategies.

On April 2018, the UN Secretary General (UNSG) decided to task IOM and UNHCR to co-lead the coordination of the response regarding this regional situation. On May 2018, has been agreed the establishment by IOM and UNHCR of an inclusive, accountable and overarching Regional Inter-Agency Platform, to steer the operational response in support of Venezuelans who have left and continue to leave their country, seeking protection and solutions including international refugee protection.

IOM Peru broadened and increased its activities associated with the priorities identified by the Peruvian Government and civil society regarding vulnerable populations in the country.

Under the direct supervision of Chief of Mission, the successful candidate will responsible for co-lead the Platform and to serve of liaison with the Working Group for Refugees and Migrants, in Spanish (Grupo de Trabajo sobre Refugiados y Migrantes GTRM).

Core Functions / Responsibilities:

  1. On behalf of IOM, co-lead with the UNHCR the GTRM inter-agency dynamics and ensure coordination with all relevant actors, including members and participants of the GTRM, national (Local) coordination mechanisms, and other stakeholders.

  2. Contribute to the multi-sectoral coordination to enhance strategic planning, optimizing the use of resources and assuring the active participation of all GTRM participants.

  3. Ensure efficient and timely circulation of information to stakeholders, regular and effective communication between the GTRM participants and the Regional Interagency Coordination Platform.

  4. Follow-up implementation of the Refugee and Migrant Response Plan (RMRP) allowing an inclusive and structured process that delivers high-quality and timely input, identifying sectorial gaps and overlaps, address unmet needs, and orienting existing activities to address priority issues.

  5. Ensure the work of the GTRM reflects the priorities and role of IOM/UNHCR as lead agencies for the refugee and migrants from Venezuela response in the Region.

  6. Promote the sharing of updated data within IOM, with the UN and Non-Governmental Organisation (NGO) partners, and donor communities to enhance advocacy for migrants and refugees.

  7. Share of regular, timely and up-to-date information, key messages, and situational analysis of the RMRP within the Response for Venezuelans (R4V).

  8. Conduct support missions to field locations to ensure harmonized position and communication between GTRM and the R4V, as well as effective coordination with national coordination mechanisms (Mesa de Trabajo Intersectorial de Gestión Migratoria, MTIGM) or those that the Government of Peru indicates as the most pertinent.

  9. Promote and maintain a close relationship with all participants of the GTRM thus ensuring an inclusive inter-agency approach.

  10. Remain well-informed of various multilateral processes, including the UN Reform, UN governance and make timely recommendations to the CoM regarding their value to the GTRM.

  11. Successfully engage with and support senior management of UN agencies, Non-Governmental Organisation (NGO), civil society and donors.

  12. In the area of expertise, identify emerging issues and contribute to the development of thematic reports, review and draft concept notes, programme reports submitted by the IOM Country Office, communication materials and crises response guidance tools to ensure quality control and compliance with requirements and priorities.

  13. Co-lead preparation of national monthly situation reports (sitreps) in coordination with UNHCR and assist the Regional Interagency Coordination Platform in the preparation of technical documents.

  14. Participate and represent the GTRM at the Regional Interagency Coordination Platform meetings.

  15. Coordinate with the Information Management Officer to ensure that agencies report on activities and progress on a monthly basis in the information management system (ActivityInfo).

  16. Assist in the preparation of sub-regional situation reports (sitreps) in coordination with UNHCR and promoting its publication in the R4V.info webpage.

  17. Develop and maintain terms of reference for coordination structures and processes.

  18. Advice, guide and support national platform product development (communication materials, crises response guidance and tools, etc.).

  19. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in project development and monitoring, evaluation and analysis in at least two IOM

thematic areas and at least two distinct regions;

• Demonstrated expertise in delivering presentations and providing training.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and Spanish is required (oral and written). Working knowledge of French is an advantage.
