PROGRAM SUMMARY: Winrock is seeking candidates for an Institutional Development Manager to strengthen capacity of water service providers, the National WASH Commission, and local government institutions involved in water supply for the USAID Improved Access to Safe Drinking Water in Liberia Activity. The USAID/Liberia-funded Activity will strengthen water sector governance, create scalable models for equitable water service delivery, and mobilize collaborative action to improve access to clean water services. The purpose of the project is to move Liberians in Montserrado and Margibi counties to a basic level of water services. ESSENTIAL RESPONSIBILITIES: Assess capacity of key government stakeholders including the National WASH Commission and other local government institutions in target counties Develop and oversee implementation of capacity building plans to expand equitable and inclusive water service delivery Directly build capacity of national-level government institutions and/or water service providers Manage field-level capacity building staff, closely monitoring implementation of all capacity building activities Contribute to development and oversight of grants to local stakeholders Contribute to learning activities in support of the MEL and Technical teams Contribute to communications materials and project deliverables QUALIFICATIONS AND REQURIEMENTS: Education: B.S. or equivalent university degree (masters preferred) in a water-related field, or governance, institutional capacity development, resource management, or related field. Experience: The ideal candidate will have the following experience: At least 5 years of experience in managing WASH-related activities in Liberia Familiarity with key stakeholders in water service delivery in Liberia required Experience conducting capacity building activities with local partners strongly preferred Excellent communication skills, both oral and written with fluency in English required Winrock is an equal opportunity employer.
