Context:

Under the overall supervision of the Regional Director (RD) in Cairo, and the direct supervision of the Regional Data and Research Coordinator and Senior Liaison and Policy Officer, in collaboration with relevant units at Regional Office (RO), the successful candidate will be responsible and accountable for coordinating and updating all migration and forced displacement thematic data management functions at RO.

The position is based at the Regional Data Hub. This role seeks to help ensure the Hub has easy and direct access to data collected in the region by IOM COs and other UN, partner agencies and stakeholders making available data on migration and migration related indicators. Data is used to report and draft analytical papers and routine information products to contribute to the description of the migration scenario in the region. Moreover, the position will cover ad-hoc requests from RDH and RO colleagues in the field of information and data management.

Core Functions / Responsibilities:

  1. Maintain up to date knowledge storage and access to internal and international sources of data on migration and its main indicators in order that the regional data hub officers can use the data for analysis and reporting.

  2. Maintain a regional data repository for data and knowledge/information management following a set of predefined standards and with respect to IOM data governance and data protection policies.

  3. Update and develop new pages of the regional geoportal in close collaboration with the geographical Information Systems (GIS) officer to help ensure that the RO always displays up to date and relevant information on the migration scenario in the region.

  4. Perform descriptive data analysis for regular and ad hoc projects.

  5. Collect and analyze data from different sources on the operational status of Points of Entry and other relevant mobility data and information

  6. Contribute to the design and draft information products, as requested.

  7. Supervise and coordinate the data collection for the global Displacement Tracking Matrix(DTM) system Mapping Mobility Impact and support country offices with their entries, as required.

  8. Produce maps for routine and ad hoc information products (quarterly DTM regional report, quarterly Missing Migrants Project (MMP) regional report, MMP monthly report, monthly newsletter, ad hoc reports).

  9. Provide technical inputs to support the Data and Statistics Officer with data analysis for the routine and ad hoc information products prepared by the data hub.

  10. Facilitate dissemination of main products of the RDH and other relevant events/initiatives promoted by the Hub and RO and partner agencies.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Management Information Systems, Information Science, Computer Science, Geographic Information Systems, Statistics, and Data Science or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in IOM DTM team an advantage;

• Proven experience with graphic design softwares (InDesign, Adobe Illustrator, ArcGIS,

Tableau, PowerBi, etc); and GIS software;

• Experience in the programming and use of Kobo/ODK systems;

• Additional training on migration and forced displacement an asset;

• Experience in IM in the context of IOM or UN System is an asset.

Skills

• Knowledge of emergency context and Internally Displaced Persons (IDPs) and forced migration;

• Knowledge of major sources of migration and displacement data sources is an asset;

• Knowledge of migration data sources and indicators;

• Basic data analysis skills; and, knowledge of statistical software is an advantage;

• Knowledge of the IOM UN coordination structure.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
