Purpose of the job

Under the supervision of the Education Specialist (Secondary Education and Learning), and the overall guidance of the Regional Education Adviser, provide solid technical assistance, quality assurance and knowledge management to support the improvement and acceleration of adolescent skills and employability in the region, including the implementation of GenU at regional and country level, as well as strong integrated adolescent programming at secondary-age education, STEM opportunities and alternative pathways, particularly for out-of-school adolescents.

Specific tasks

Support the implementation of the regional agenda on adolescent skills and employability, with special emphasis on transferable and job-related skills as well as the positioning of the Generation Unlimited initiative in LAC:

  • Lead the development of evidence and regional analysis/es on adolescent skills and employability for programme development, advocacy, partnerships.
  • Contribute to the development of strategies to address the situation of learning and employability for adolescents in region.
  • Support the scaling up of innovative models related to alternative pathways for out-of-school adolescents.
  • Lead the promotion of STEM (Science, Technology, Engineering and Mathematics) education and training, especially for adolescent girls and linkages to school-related work opportunities.
  • Contribute to the availability of key trends, information and opportunities around adolescent skills and employability in the region, including an understanding of innovative, low cost solutions with partners for secondary-age education, alternative pathways and integrated
  • Strengthen partnerships and identify opportunities in the region focused on enhancing adolescent skills and employability (e.g. school to work transition, non-formal education for out-of-school adolescents).
  • Organize, facilitate or participate in meetings and workshops/seminars related to adolescent skills and employability to support good programming practices and innovative models, with partners, including the private sector.
  • Support the engagement of the private and other stakeholder such as World Bank, ILO, IBD and others; and leverage partnership platforms such as Generation Unlimited
  • Provide backstopping support to the Regional Education Adviser and the Education Specialist on the work on the Out-of-School Children Initiative (OOSCI), Mesoamerica Education Initiative (MEI) and other global and regional initiatives, with focus on adolescents and secondary-age education;
  • Work in collaboration with the Adolescent Development And Participation (ADAP) Section and support the implementation of the regional agenda on youth engagement, including the follow-up of Plan 12;
  • Provide technical assistance to Country Offices.

Expected measurable results

  • Sections of the Regional Education WP related to adolescent skills and employability timely implemented
  • Support provided to the inclusion of adolescent and Regional Office Management Plan effectively includes skills development among its priorities and strategies
  • COs in LAC count on sound technical assistance related to secondary-age education, skills development and employability

To qualify as a champion for every child you will have...

  • Master's degree in education, economics, psychology, sociology, or another relevant technical field.
  • A minimum of five years of professional experience on programme planning, management, and/or research in education and learning is required. Demonstrated experience in supporting skills development in formal non formal and/or informal settings. Experience working in developing countries is considered as an asset.
  • Fluency in Spanish and English is required. Knowledge of French or Portuguese will be considered an asset.
  • Professional technical knowledge and expertise in education, teaching and learning, skills development. Extensive knowledge of UNICEF programme work in the LAC Region in the areas of education and skills development.
  • Demonstrated ability to be flexible and adapt to shifting conditions and work demands Ability to work efficiently under tight deadlines. Must be detail oriented and creative and possess strong communication skills Capacity to communicate effectively Able to work effectively in a multicultural environment and establish harmonious working relations High level of integrity and commitment to UNICEF's mission and professional values Sets high levels of quality and productivity Ability to clearly define objectives and plan activities and work on results-based approaches and methodology Demonstrated experience on UNICEF will be an asset Demonstrated experience on STEM will be an asset

Supervision: The individual contractor will work under the supervision of the Education Specialist (Secondary Education and Learning), and the overall guidance of the Regional Education Adviser.

Workplace: This is an office based individual contract. In coordination with the supervisor and when travel options are more flexible, the individual contractor will travel to Panama City, Panama, where the UNICEF LAC Regional Office is based.

Duration: This contract is expected to start on 1 May with an estimated duration of 11.5 months.

Travel: Will be covered by UNICEF as per policy.

  • Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.
  • For agreed country visits, the contractor/consultant will be responsible in administering their own travel. UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.
  • Any travel involved should be budgeted according to UN Travel Standards as a ceiling.
  • UN Secretariat Administrative Instruction on Official Travel, ST/AI/2013/3: Sect. 4, para. 4.2, numerals (d) and (e)
