Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Fiji Multi Country Office (MCO) covers 14 Pacific countries, with field offices/presence in 6 countries, and six 'focus countries' (Fiji, Vanuatu, Solomon Islands, Kiribati, Tonga and Samoa). Each field presence is led by a national Country Programme Coordinator with a Programme Officer in Tonga. UN Women, in partnership with Pacific Islands Governments, regional organizations, CSOs, donors and UN agencies, focuses on delivering within four interlinked programme areas:

  • Women's Political Empowerment and Leadership (WPEL)
  • Women's Economic Empowerment (WEE)
  • Ending Violence Against Women and Girls (EVAWG)
  • Gender and Protection in Humanitarian Action (GPiHA) and Disaster Risk Reduction

Communications is a key component of UN Women's work in the region and constitutes a vehicle for ensuring visibility for successful UN Women initiatives, results and programmes, as well as for raising awareness about key issues of gender equality and women's empowerment. Effective communications also contribute to mobilizing resources, through visibility for donors.

Purpose and Context

As the result of being granted autonomy over the management of the UN Women Fiji MCO section of the UN Women Asia Pacific website, the purpose of this consultancy is to provide webpage administration support to the UN Women Fiji MCO for updates and management of the Fiji MCO section of the UN Women Asia Pacific website.

The role will be carried out under the guidance and direct supervision of the UN Women Communications and Media Specialist, in close collaboration with communication officers in programme teams.

Duties and Responsibilities

Objectives

Under the direct supervision of the Fiji MCO Media and Communications Specialist, the individual will work with UN Women Fiji MCO Communications Team to manage the Fiji MCO section of the UN Women Asia and the Pacific Website.

  • To update and maintain the UN Women Fiji MCO section (http://fiji.unwomen.org) of the UN Women Regional Asia Pacific website ( http://asiapacific.unwomen.org)

The Consultant will be responsible for updating the website with content provided by the Fiji MCO.

Scope of Work/Duties and Responsibilities

Within this scope, UN Women Fiji MCO regularly develops impact stories, Press Releases, newsletters and other web-related information, as well as publications to be featured on the UN Women Asia Pacific website to showcase UN Women initiatives and impact of their work on Pacific Islanders.

The Consultant will carry out the following job responsibilities:

  • Maintains the web environment by identifying system requirements, installing upgrades and monitoring system performance, following template and standards set by UN Women Headquarters/UN Women Regional Office Asia Pacific.
  • Maintains web system performance by performing system monitoring and analysis and performance tuning, troubleshooting system hardware, software, and operating and system management systems, designing and running system load/stress testing and escalating application problems to vendor.
  • Accomplishes organizational goals by accepting ownership for accomplishing new and different requests and exploring opportunities to add value to job accomplishments.
  • Uploading of articles with images and other communications and visibility products to the Fiji MCO Section of the UN Women Asia and the Pacific webpage, complying with agreed formats and communication objectives resulting in high quality updates to webpage.
  • The deadline of submission for each assignment will be indicated in the instructions message for upload/edit etc request.
  • Expect 6-12 hours turnaround time on requests and less for more urgent requests such as Media Releases (1-2 hours with prior warning).

UN Women will provide the Consultant with all the necessary information on the activities and materials and will request services via Task Orders comprising information and relevant details such as the selected services from the Fee Schedule.

The duration of this assignment will be 100 working days over a 12-months period of work assignment as per the suggested schedule of deliverables below.

The assignment should be carried out within a period of 12 months, not exceeding 100 working days, with the incumbent being responsible for delivering the following outputs:

  • The selected Consultant, on the basis of consultation and approval by UN Women designated person, will be responsible for ensuring appropriate organizational and logistical support for the deliverables as requested and in accordance with the description of services.
  • The deadline for delivery of each assignment will be indicated in the instructions message for upload/edit etc at point of request.
  • Expect 6-12 hours turnaround time on requests and less for more urgent requests such as Media Releases (1-2 hours with prior warning).
  • Upload of images/text and edits to existing content as specified by UN Women Fiji MCO, average of 4 uploads per month

Upon receipt of the final deliverables and prior to the payment of the installment, the deliverables, will be reviewed and approved by UN Women within one week.

All the deliverables should be agreed with UN Women and be provided in English electronic copy (hard copy when required).

All the documents, including the images, layouts will remain property of UN Women and cannot be used without UN Women's permission.

Inputs

  • UN Women will provide the consultant with articles, photographs, publications and other content for upload.
  • The Consultant is expected to work remotely using his/her own computer but may access the UN Women Office for printing of relevant documents or should he/she be required to work on-site at any point during the assignment.

Performance evaluation

  • Contractor's performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Financial arrangements

  • Payment will be disbursed upon submission and approval of deliverables, timesheets and certification by the Supervisor that the services have been satisfactorily performed as per the delivery table above.
  • No DSA or relocation costs will be provided for the position.
  • Applicants are expected to reside remotely, or to be able to meet their own relocation costs if they are based in Fiji outside of Suva.

Travel

  • UN Women will not cover transportation cost within or to duty station, Suva, Fiji.
  • Any travel costs outside of home-based location will be covered separately by UN Women with prior approval based on agreed upon routing and in conformity with UN Women applicable travel rules and regulations.

Initially, individual consultants' applications will be short-listed based on the following minimum qualification criteria:

The short-listed individual consultants will be further evaluated based on a cumulative analysis scheme, with a total score being obtained upon the combination of weighted technical and financial attributes. Cost under this method of analysis is rendered as an award criterion, which will be 30% out of a total score of 100 points.
