Organizational Setting:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Ministry of Environment, Water and Agriculture of the Kingdom of Saudi Arabia. The Consultant will report to the Programme Manager at UNEP West Asia Office.


Duties and Responsibilities

Under the direct supervision of the Programme Manager in UNEP West Asia Office and in coordination with the respective department in the Ministry of Environment, Water and Agriculture in Saudi Arabia and the National Centre for Meteorology, the Consultant will carry-out, inter alia, the following duties and responsibilities:

Assessment of the current capabilities of airport infrastructure and services, with reference to the requirements of Annex 3, in relation to meteorological observations (including meteorological sensors), reports, forecasts, warnings, presentations and deliverables.Identification of necessary changes or remedial actions to improve the deficiencies discovered, including development requirements, in relation to compliance with SARPs and procedures.Determine the current operational status of the meteorological navigation services.Recommend the necessary remedial measures to improve the efficiency of meteorological services for air navigation.Perform other related duties as may be required by the National Centre for Meteorology.

E. Institutional Arrangement

The consultant will be supervised by the Programme Manager in UNEP West Asia Office in close collaboration with the National Center for Meteorology and the relevant department in the Ministry of Environment, Water and Agriculture of Saudi Arabia.

F. Duration of the Work[1]

The contract duration will be for an initial period of six months with a possibility of extension subject to continuation of mandate, availability of funding and satisfactory performance.

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

All proposals must be expressed in a lump sum amount. This amount must be “all-inclusive”. [1] The IC modality is expected to be used only for short-term consultancy engagements. If the duration of the IC for the same TOR exceeds twelve (12) months, the duration must be justified and be subjected to the approval of the Director of the Regional Bureau, or a different contract modality must be considered. Competencies

Required skills and competencies:

Previous practical experience in similar tasks in aviation communications, Air Traffic Services procedures, World Area Forecast Centres (WAFC) and MET Control Offices (MWO).

Experience at a senior level in the organization, management and operation of national aviation meteorological services and in the preparation of analysis for forecasting and in the procurement, procurement, positioning, and maintenance and calibration requirements of meteorological instruments.

Desired additional skills and competencies

Sound knowledge of all relevant WMO and ICAO technical documents.Awareness of relevant provisions of the Convention on International Civil Aviation and relevant Annexes and other ICAO documents and related procedural requirements.Knowledge of environment issues in Saudi Arabia is an asset.


Required Skills and Experience

Min. Academic Education:

Master’s (or PhD) in meteorology or related fields or successful completion of a recognized course of aviation meteorologist (WMO meteorologist as described in WMO No. 258).

Min. years of relevant Work experience:

Minimum 7 years of experience in forecasting weather information analysis including experience in interpretation of radar and satellite information, numerical and weather forecasting, aviation hazardous weather phenomen

Technical Criteria (CV review and Desk Review/Interview optional) – maximum 70 points. Only candidates who obtained at least 70% of points from the CV desk review (who will score at least 49 points) will be considered for the next evaluation stage, i.e., financial evaluation.
