Purpose of Activity/Assignment: Consolidate the roll-out of the Case Management (PROSAS) which aims at preventing and responding to violence, access to services by victims including system strengthening and coordination of the social service workforce in the 7 districts of Nampula province. This will also ensure ownership of the ProSAS case management by the Government.

Scope of Work: The Government of Mozambique included social protection and inclusion as a key pillar of the economic growth and development in its Five-Year Programme (PQG) 2020-2024. Both the ENSSB II (The National Basic Social Security Strategic) and the international evidence recognize that an adequately trained and resourced social service workforce that delivers social welfare services is a key component of an integrated child protection system. Social welfare services are those that benefit vulnerable individuals and families by responding to a range of vulnerabilities such as violence, abuse, exploitation, discrimination, and exclusion. To ensure that vulnerable children and households receive support which are often complex and with multiple risks, the Programa Serviços de Acção Social (ProSAS) will be used in a systematic manner. ProSAS was officially established as a programme in a decree in 2018 that defined the programmes for implementation of ENSSB II (Council of Ministers Decree No.47/2018, Articles 11-14). ProSAS consists of a set of interventions with families and communities to promote the strengthening of capacity to prevent and respond to violence, abuse, exploitation, discrimination and social exclusion through social welfare services. ProSAS is a sub-component of the social action sector and includes formal mechanisms (case management and multisectoral coordination) to connect beneficiaries, where necessary, to the different types of services they need, both within the social welfare sector and in other sectors (health, education, justice, etc.), as well as to transfer-based social protection programmes. The target group for ProSAS are children, woman and their families, who face high social risks, such as violence, gender inequalities, abuse, exploitation including orphans and vulnerable children, child-headed households, children with disability. A ProSAS Manual has been developed and it is in the process of being endorsed by the Government. The plan is to test the Manual within the child protection case management, and it has been agreed with MGCAS to roll it out in the Child Grant districts, due to the demand created by this programme which enables to reach an important number of cases and at the same time allocate more resources in those districts. This case management model follows the policies and instruments approved by MGCAS under PROSAS and beneficiaries’ identification can be carried out at the community, district or provincial level. Case management is a key mean of ensuring that vulnerable children and families receive the services they require. It involves statutory case management led by a social worker and it is used for the more serious cases of violence and abuse. The Child protection programme is requesting the support of a consultant considering the existing staff in the CP section is already overstretched with other tasks related to the regular child protection programme. Specifically, the consultant under the supervision of the P3 Child protection Specialist (VAC/Case management) should deliver the following task:

Support INAS (National Institute of social assistance) Delegation in Ribaue, Ilha de Mocambique e Nacala in the Nampula province with the screening process of beneficiaries of the child grant to be referred to Case Management services. Support SDSMAS in 7 districts in Nampula to administrate the PROSAS tools and assessment of the beneficiaries to identify the level of the risks. 

Support SDMASS in the management and referring cases of children who are victims of violence, abuse, neglect, exploitation or in situations of extreme vulnerability through referral to other services (health, justice and protection social services, among other relevant services delivers).

Support SDSMAS in the registration process, and data management system. Provide internal and monthly report regarding the cases attended. Support the coordination between INAS delegation and SDMAS in the districts where child grant is expanded. Attend the case conference and provide support to SDSMAS in the closure of cases. Ensure there is a exist strategy implemented to allow the social workers continuing with the roll out of the programme

 PhD

Enter Disciplines: Master in Social Sciences, International Relations and Development Studies. 

Knowledge/Expertise/Skills required:

At least 10 years of substantive professional experience in the child protection sector with a special emphasis on alternative care, social service, and care reform. - Relevant experience working with the Government and in the context of Mozambique. - Strong experience in field monitoring and data management t (qualitative/quantitative). - Strong communication/advocacy skills on how to effectively deliver key messages to different audiences and present them in a friendly manner. - Ability to perform well under pressure and complexity and ambiguity. - Knowledge of English and Portuguese languages.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
