Towards achieving high immunization coverage while introducing new vaccines through equity-focused vaccination program, the need for effective immunization supply chain remains vital. Efficient supply chains equipped with reliable cold chain equipment are important in helping countries primarily to reaching children with potent lifesaving vaccines to protect them against vaccine preventable diseases and subsequently increase immunization coverage. UNICEF in Lebanon is working with the MOPH to ensure quality immunization services for every child in Lebanon. For this, the health supply chain system needs strengthening at central and peripheral levels and the nurses / EPI focal points need capacity building on Effective Vaccine Management, till the end point of vaccination. UNICEF is working to overcome the issues of the health supply chain in Lebanon, by establishing a sustainable health system that will enable the MoPH and its partners to reach every vulnerable child in Lebanon in an efficient and effective approach for a quality immunization Programme. This is being done in collaboration with WHO, UNRWA and health partners; each with their specific niche inputs to support the strengthening of the national supply chain of vaccines and vaccination commodities.

The cold chain is seen as pivotal to ensuring the supply of quality vaccines to every child being immunized in Lebanon, and the subsequent success of the immunization programme, hence having functional, well maintained cold chain equipment at all levels is crucial.

The main purpose of this consultancy is to support MOPH to ensure cold chain functionality across all MoPH EPI network PHCCs, dispensaries, and UNRWA clinics by: a) Determining the status of the cold chain through an inventory assessment and registering cold chain inventory in a database, including effective planning for and rehabilitation/replacement of cold chain equipment as needed; b) Training of MoPH and UNRWA staff at central and peripheral levels on cold chain equipment maintenance (cold rooms, SIBIR and solar fridges), including development of guidelines and job aids; c) Supporting the MOPH to implement a sustainable cold chain inventory management and maintenance mechanism.

How can you make a difference?

You will will assist UNICEF in the following manner: Under the general guidance of the UNICEF Lebanon Chief, Health, Supply Manager and MENA Regional Immunization Supply Chain Advisor: a. Establish for Lebanon a specific project plan and schedule for the full cold chain assessment and rehabilitation planning exercise across the country;

b. Outline the approach to the assessment and advise on an appropriate data collection tool;

c. Support to identify and engage key stakeholders and mobilize the project team;

d. Provide technical assistance to tailor the selected cold chain inventory assessment tool to the Lebanon context with clear parameters/data points for data collection;

e. Oversee the data collection exercise and work with the project team to resolve any issues that may arise during the process;

f. Establish a cold chain inventory database and analyze the key findings on status of the cold chain equipment in Lebanon

g. Develop a cold chain replacement and rehabilitation plan and provide technical advice including specifications for recommended cold chain equipment;

h. Oversee and evaluate the technical procedures followed by the supplier or subcontractor during installation and report on the process and quality of the installation of the cold chain equipment.

To qualify as an advocate for every child you will have...

  • Advanced university degree from a recognized academic institution in one or more of the following areas is preferred: Project Management, Engineering, Supply Chain Management, Public Health, Data Management and Analysis or related to supply and logistics operations in UNICEF program areas.*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • First university degree combined with relevant professional work experience and understanding of relevant functions may be considered in lieu of advanced university degree.
  • Minimum eight years progressively responsible professional work experience at national and international levels in supply management, vaccines programming including cold chain and vaccine management. Work experience managing large-scale projects, working with governments, working in resource-limited settings, monitoring and evaluating supply chains, and risk management and mitigation will be an asset.
  • Fluency in English and Arabic required.
  • Technical knowledge: Product knowledge on cold chain equipment, new cold chain technologies and understanding of the principles of vaccine management, knowledge and experience with data collection, data management analysis and reporting are essential. Knowledge of procurement processes and good distribution practice could be beneficial.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
