Strengthen risk governance in Armenia and accelerate the implementation of the Sendai framework Target E on DRR strategy, as well as supporting the contribution of Armenia to the Mid-Term Review of the Sendai Framework. The exercise will also contribute to reinforcing overall Sendai Framework implementation in country and accompanying Armenia in meeting SDGs. Work Location

From as soon as possible until 31 December 2022, with the possibility of extension upon availability of resources. Duties and Responsibilities

Under the supervision of the UNDRR Regional Office for Europe and Central Asia and in close liaison with the UNDRR Risk Governance Officer for Europe and Central Asia and the UNDRR Risk Knowledge Officer for Europe and Central Asia, the consultant will, in line with the UNDRR Technical Support approach to country:

• Contribute to the implementation of key risk governance and risk knowledge priorities in Armenia, including supporting the roll out of the INFORM index and initial steps towards the development of a national risk profile for Armenia, supporting the efforts at national level around the revised strategy for DRR and efforts to support strengthened DRR capacity in Armenia and the implementation of the Making Cities Resilient 2030 initiative in Armenia, building on the work undertaken so far in close collaboration with the National Sendai Focal Point and the UNDP Country Office.
• support the development and roll-out of structured consultations and reviews at regional, national and local levels, led/facilitated/moderated by UN Member States, UN System partners and/or Stakeholders. The outcomes of the consultations and review will generate the findings of the retrospective aspect of the MTR SF, as well as the recommendations that guide the prospective aspects of the review.

The consultant will work in close collaboration with the National Sendai Focal Point, the UN Resident Coordinator office and country team.

These duties will entail a series of outreach activities, meetings and workshops. These activities will be carried out in virtual and in person mode, depending on the sanitary situation and availability of resources. Qualifications/special skills

Academic Qualifications: Advanced university degree (Master's degree or equivalent) in sustainable development, international relations, environmental sciences, public administration, social sciences, urban planning, business or related area is required. A first-level university degree combined with at least two years of qualifying experience may be accepted instead of an advanced university degree.
Experience: A minimum of 7 years of working experience in disaster risk management, civil protection and civil defense, climate change adaptation, urban planning and sustainable development, or related areas is required. Experience working with the national government, the National Platform, key partners for DRR in Armenia as well as local governments, building relationships with different stakeholders, as well as existing networks are considered assets. Experience working with the UN family in Armenia is desirable.
Language: Fluency in written and spoken English is required. Fluency in Armenian is required.

Additional Information

The United Nations Office for Disaster Risk Reduction (UNDRR), as custodian of the Sendai Framework for DRR 2015-2030, strives to engage all actors key to building systems more resilient to disasters. The Target E of the Sendai Framework calls for substantial increase in the number of countries with national and local disaster risk reduction strategies. At the same time, countries are preparing to contribute to the Mid-Term Review of the Sendai Framework (MTR SF), with the preparations of national reports to be submitted later in 2022.

At a national level, the government of Armenia has established a strong governance for disaster risk management, supported by a strategic framework for DRR. The revision of the strategic framework will be an opportunity to strengthen its alignment with the core priorities of the Sendai Framework. In this context, UNDRR provides support to national authorities in developing and revising national strategies for DRR, including through an assessment strategy tool and capacity assessment support.

At local level, city resilience is a priority of the Sendai Framework, and a key dimension of UNDRR's engagement in Armenia. Through the Making Cities Resilient 2030 (MCR2030) initiative, local actors have access to a global instrument with multiple standards and tools proposed by the partners engaged in the initiative, designed to enable cities to achieve resilience by paving the way for the development of a dedicated Resilience Strategy Action Plan for more resilient local systems. One of such tools is UNDRR's resilience assessment, Disaster Resilience Scorecard for Cities, which supports aims to assist local governments in carrying out a monitoring review of their ability to develop local DRR and resilience strategies. A number of cities in Armenia are involved in the Making Cities Resilient 2030 initiative, and some have already been supported with resilience assessments. These initial steps in support of local resilience building will guide the way for further engagement for strengthened urban resilience in Armenia.

The MTR SF is a one-off and core requirement of the UNDRR, called for by the United Nations General Assembly, the UN Secretary-General, and the Sendai Framework itself as part of the follow-up and review of its implementation. The MTR SF provides the opportunity for Member States and other stakeholders to examine lessons from the implementation of the SF framework to date, as well as risk reduction actions made in support of other relevant agreements, conventions and frameworks, and identify potential policy adjustments and new implementation modalities for the second half of the period of the Sendai Framework, that amplify and accelerate efforts to realize its outcome and goal, and those of the 2030 Agenda for Sustainable Development amongst other global agreements, frameworks and conventions.
