The Advisor for Impact Measurement, will work with a team of technical experts both internal and external to CARE to provide the necessary capacity, tools, guidance and practice to measure and demonstrate the results of CARE’s work on girls’ education and adolescent empowerment. S/he will strengthen our capacity to demonstrate our impact on girls’ and adolescent empowerment, which will support us in reinforcing the need to promote empowerment as a way to address poverty and social justice, highlight approaches and successes, and raise CARE’s profile as a thought leader on girls’ and women’s empowerment. It is also expected that this position will contribute to the debate on mechanisms for impact multiplication in CARE’s key outcome areas (humanitarian response, women’s economic empowerment, increased food security and resilience to climate change, access to sexual and reproductive health rights, and right to a life free of violence). This will occur through (a) the incorporation of appropriate items in assessment and tracking tools and (b) analysis of contribution to key global indicators and trends that may boost the results in key outcome areas.

S/he will be reporting to the Senior Advisor for Research and Learning, within the Education Unit, working collaboratively with the other technical clusters within the Education Unit, focus countries and specific learning and research partners. The position is based within a team-based work environment, where staff share leadership on different objectives and cross-cluster collaboration is necessary for effective execution of ones’ duties. As such, the position has important accountabilities to other members of the Education unit and other positions within the PSI Division.

Qualifications:

  • Master Degree in Social Sciences, Education, Public Health, Sociology or other relevant field (PhD preferred)
  • Background/qualifications in monitoring, evaluation, impact measurement and social science research methodologies. A special emphasis on quantitative data management and mixed methods analysis is required
  • At least 3-5 years of professional experience in research and advanced data analysis, particularly for education/adolescent-focused programming or related development areas
  • Experience in research design and data analysis for large scale, innovative programming targeting children and adolescents, including complex data analysis procedures and mixed methods
  • Experience in the setup and use of electronic data collection
  • Experience and sound understanding of gender transformative approaches to development
  • Experience in design of assessment tools and participatory tools for use with children/ adolescents
  • Demonstrated ability to collaborate with diverse teams and effectively communicate new, complex and/or sensitive topics
  • Experience of attribution, aggregation, analysis and communication of impact data
