Context:

Under the overall supervision of the Head, Immigration & Border Mgt Division and direct supervision of the Unit Head, Border and Identity Solutions, Department of Migration Management (DMM) in Headquarters, the successful candidate will be responsible for leading the technical development of the IOM Migration Information and Data Analysis System (MIDAS), and will oversee and coordinate the provision of related programme support by a team of IOM specialists at HQ and IOM Country Offices and their host governments using or considering the use of - MIDAS or similar BMIS systems.

The position supervises the work of the MIDAS Technical Development Team at HQ and will provide remote supervision for other technical assets offsite.

The successful candidate furthermore will be required to provide analyses and the elaboration of proposal for the increased use of new evolving technologies for possible application in the identity and border management field, ensuring provision of IOM’s best support to the member states.

Core Functions / Responsibilities:

  1. Oversee and coordinate the provision of onsite and remote support to IOM Country Offices and national immigration services in new and existing MIDAS countries by directly providing such support services. Lead and supervise MIDAS developers (in-house and external consultants) and field-based MIDAS IT Focal Points to provide onsite or remote support.

  2. Take the internal-lead in identifying and recruiting qualified software developers and ITAssistants needed to support the continuous development of MIDAS in response to growing business requirements.

  3. Work with the Border and Identity Solutions (BIS) Unit Head responsible for the MIDASprogram to determine priorities for new MIDAS functionalities and manage the development and implementation of said functionalities.

  4. Propose, plan, design, develop, maintain and support MIDAS functionalities in line with evolving needs and industry practices for identity and border management solutions. Lead the team of software developers in designing and implementing new functions, organize and supervise testing, error corrections and the roll out of new functions and features.

  5. Provide innovative ideas, solutions and advice on identity and border management software in general with a specific focus on new ways to develop and use the MIDAS software and enhance its interoperability, adaptability and capability in the context of the varied technical landscape of MIDAS-implementing countries.

  6. Provide instructions and advice and draft institutional guidance to IOM Country Offices in the design and implementation of MIDAS and other identity and border management installations, including assistance with budgeting and technical specifications for the procurement of workstations and related equipment.

  7. Review and provide technical endorsement on MIDAS and where appropriate, identity and border management components of other project proposals.

  8. Ensure that MIDAS and related software technical documentation and user manuals are up to date and available as required for additional maintenance, support or user training. Initiate and supervise the creation of new user guides.

  9. Undertake, as required, training of technical counterparts on the administration of systems, as well as end-user utilization. Initiate, and supervise the preparation and deliverance of MIDAS IT workshops to update MIDAS developers and regional IOM IT specialists on the latest developments.

  10. Regularly monitor, propose and supervise all necessary modifications for MIDAS software and database administration in compliance of IOM IT policies, standards and best practices for high performance, reliability and information security.

  11. Lead the MIDAS Team of software developers and IT Assistants at HQ and manage their output and work quality. Set clear responsibilities, and provide feedback and guidance as appropriate.

  12. Analyse the possibilities of MIDAS interconnectivity with different Immigration management information systems and/or biometric systems, including initiating scoping meetings with different companies and relevant Government parties, and leading any eventual interconnectivity activities.

  13. Deliver high-level presentations and MIDAS demonstrations to senior Government officials in a bid to expand MIDAS globally.

  14. Analyse and make suggestion for the increased use of new technologies in the border management field, to be applied possibly in connection with MIDAS or as stand-alone technical support; provide advice regarding enhanced border management agencies of IOM beneficiary countries.

  15. Perform such other duties as may be required.

Required Qualifications and Experience:

Education

• Master’s degree in Computer Science or a related field from an accredited academic institution with a minimum of five years of relevant professional experience; or,

• University degree in the above fields with a minimum of seven years of relevant professional experience.

Experience

• Experience in systems analysis and design, programming using Microsoft technologies (SQL,Visual Basic, .NET) and database management for border management solutions;

• Experience developing systems that collect and use biometric information, particularly photographs and fingerprints;

• Experience in planning and delivering end-user training, IT administrators training and undertaking information systems support;

• Knowledge and experience in project coordination, implementation as well as monitoring and evaluation;

• Experience in liaising with representatives from government departments on issues related to policy, management, procedures and training;

• Experience in capacity building initiatives and training delivery in Border Management

Information Systems, including providing advice on development and budgeting for projects;

• Previous work experience in the African region, the focus region of current MIDAS applications;

• Demonstrated experience, understands and adequately translates business requirements into efficient information system processes and solutions.

Skills

• Solid technical documentation writing skills for systems analysis and design, coding documentation, administrators and user manuals;

• Knowledge of information security standards such as ISO 27001 is an advantage;

• Ability to deliver optimal IT solutions within the defined resources parameters;

• Ability to apply correctly the knowledge of specialized IT disciplines; and,

• Capacity to anticipate and prepare response to changing IT needs of the relevant organizational unit.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
