IDB Group Private Sector Regional Operations Coordinator – CCB Countries

Background: We are currently looking for a Coordinator to support the IDB Invest Chief Strategy Officer, the IDB Country Department Regional Manager, and the IDB Group Country Representatives in the Caribbean Countries (The Bahamas, Barbados, Guyana, Jamaica, Suriname, Trinidad and Tobago), in leveraging IDB Group potential and operational synergies in the Caribbean region; operationalizing the IDB Group Country Strategies and IDB Invest Strategic Selectivity Framework; and coordinating the generation of knowledge products and other areas of support.

The team: IDB Invest’s Strategy and Development Department’s (DSP) primary role primary role is to lead IDB Invest efforts to create, implement and sustain its strategic vision and achieve development impact and additionality. DSP delivers on Advisory Services, Development Effectiveness, Strategic Planning and Knowledge Management, Social, Environmental and Governance, and Corporate Affairs.

The IDB’s Vice Presidency for Countries (VPC) leads the dialogue and the relationship of the IDB Group with borrowing member countries; formulates country strategies; coordinates and supervises the development of the operational program; manages the public sector portfolio, including the provision of expert fiduciary advice for project design and execution; leads the engagement with civil society; and manages the IDB's concessional lending to the poorest countries of the Region. You will be under the direct supervision of both the IDB’s Country Department Regional Manager for the Caribbean Countries and the IDB Invest’s Chief Strategy Officer.

What you’ll do:

Foster IDB Group potential and operational alignments in the region

Provide strategic, operational, and technical support to the IDB Invest, Country Department General Manager, the Country Representatives, the Country Department at large, and IDB Lab regarding private sector and non-sovereign guaranteed (NSG) opportunities, products, pipeline, and portfolio in the region.

Serve as key advisor to the Country Department General Manager to organize, prioritize, and coordinate the interaction between IDB, IDB Invest, IDB Lab and other private sector initiatives, thus improving efficiency of Country Department interventions in private sector and NSG operations, public-private synergies, and related subjects.

Ensure that the Country Department Manager and Country Representatives have access to key up-to-date information of the private sector operational and institutional priorities: S&I Strategy and Action Plan, origination efforts, pipeline, portfolio, clients, public private synergies, etc.

Ensure that the IDB Invest and IDB Lab senior management have access to key up-to-date information on operational and institutional priorities of the respective region, and work together with the other regional coordinators to identify information relevant for NSG audiences, developing and strengthening a value proposition for IDB Invest and IDB Lab.

Identify and incorporate private sector perspectives in public sector operations (and vice versa) throughout the lifecycle of both sovereign (SG) and non-sovereign guaranteed (NSG) operations, placing emphasis on the eligibility process.

Support the Country Representatives in the programming process to identify opportunities that may result in NSG operations and/or require the participation of IDB Invest/IDB Lab (and vice versa).

In conjunction with the Public Private Partnerships (PPP) team, the Country Department Manager and Country Representatives, prioritize the identification of potential PPP projects that need IDB Group support and financing through IDB Invest, as well as State Owned Enterprises, which are bankable and require NSG financing.

Identify areas in which IDB Invest and IDB Lab operations could support the expansion of IDB activity (and vice versa), through preliminary work on regulation, institutional strengthening, and market development. This will require strong interaction with operational counterparts (VPS and INO) to enhance sectoral synergies.

In close coordination with IDB Invest Investment Operations Department (INO), the IDB Invest Chief Strategy Officer, the Country Department Manager and Country Representatives, promote IDB Group non-sovereign guaranteed and private sector business in the region, including by participating in the dialogue with private sector organizations in the respective regions, chambers of commerce and industry, etc. to support IDB Invest visibility and positioning at the country level.

Provide intellectual leadership on private sector development issues in the Country Offices, propose and monitor the key performance indicators for the follow up of the private sector strategy (e.g., origination, PPPs, leverage, guarantees, nonperformance).

Identify opportunities and trends in the public sector dialogue and in the technical cooperation and knowledge resources of the Bank, to generate NSG opportunities in the medium to long-term horizon (i.e., 18 months to 5 years).

Operationalize IDB Group Country Strategies and IDB Invest Strategic Selectivity Framework

Participate in the development of the country strategies for the region, with a focus on operationalizing IDB Group alignments. Promote, where applicable, optimal alignment of NSG operations to the country strategies. Identify, in conjunction with IDB Invest (INO), IDB Lab and IDB (Country Representatives), new areas meeting countries’ development needs that were not captured in the strategy and implement activities to address them.

Advance the operationalization of the private sector recommendations contained in the IDBG country strategy, supporting the implementation of activities reflected in market creation “roadmaps” (ex. public-sector agenda development to promote business climate improvements).

Support the analysis required to produce strategic selectivity matrices, especially their updates, through the collection of information.

Coordinate the generation of knowledge products and other areas of support.

In close coordination with Country Departments (e.g., Representatives, Regional Economic Advisors, Economists, Chiefs of Operations), VPS specialists, the IDB Invest and IDB Lab, propose a knowledge agenda that can support the action of private sector development in the region and/or in a specific country. Actively explore potential alignments with the knowledge agendas of VPS and VPC.

Establish contact with think tanks, trade associations, regional and multilateral development banks, and relevant organizations related to the development of the private sector, to identify long-term trends.

Liaise with other units of the IDBG to produce knowledge-based inputs related to the preparation of operational programs, country briefings, regional initiatives, S&I plan and another private-sector relevant information.

Support the broader functions of the IDB Invest Strategy Department (DSP), including the development of the IDB Invest Business Plan. Support the identification and monitoring of mobilization opportunities both for SG and NSG operations.

Support the integration between of IDB Invest teams based in different countries, sharing lessons learned and best practices, organizing training activities or participating in coordination events.

Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) currently working at the IDB Group.

Education: You hold a Master’s in Economics, Finance, Business Administration, Law, Engineering, or another relevant field.

Experience: You have at least 6 years of relevant experience in private finance, with a consistent record working with private sector actors and development organizations.

Understanding of private sector client needs and challenges, market idiosyncrasies, international business development,

and drivers of change in Latin America and the Caribbean are considered a plus.

Knowledge of the IDB Group Private Sector Renewed Vision and the private sector business and initiatives is a strong plus.

Potential experience in public-private partnership mechanisms, particularly in infrastructure projects.

Understanding of the functioning, operations, mandates, and alignments among IDBG institutions; shown experience working in projects and activities that involve both IDB and IDB Invest is an asset.

Comfortable with extensive travel due to business need in the region.

Language: You are proficient in English and Spanish. Knowledge of French is desirable.
