Funded through a major loan from the Islamic Development Bank and in line with SDG3 (Good Health and Wellbeing), UNOPS will support the Government of Uzbekistan in strengthening the preparedness of its national healthcare system, and preventing and treating oncological cases in an effective and timely manner. By identifying, procuring, delivering and operationalizing urgently needed medical, laboratory, radiological and ICT equipment, the project will significantly contribute to improved access and quality healthcare services for local communities in 14 regional locations including Tashkent and throughout the country.
Under the direct supervision of the Support Services Manager and technical guidance of the ICT colleagues in HQ, the ICT Senior Associate is responsible for efficient and effective ICT management and support to the operations in a given geography. In the discharge of her/his duties, the ICT Senior Associate liaises with UNOPS project support colleagues, in order to ensure best support.

1. ICT client services and administration
Implementation of ICT and operational strategies compliant with UNOPS rules, regulations, policies and framework.
Lead the installation and configuration of ICT-related hardware/software and provide technical support on standard software and various UNOPS customized systems.
Conduct IT and systems planning exercises.
Provision of fast, friendly, and effective user support
Participation in the development of ICT infrastructure equipment including all computer, telecommunication equipment, I/O devices and software ensuring compliance with registration and upgrades.
Ensure frequently required ICT spare parts/stocks and consumables are available in stock at any time.
Interaction with HQ ITG and ICT personnel from other UN agencies in the area to share and exchange information and expertise on applications and tools.
Supervision of information and communication services of the Business Unit and managed projects
UNOPS' liaison with the local UN partner agencies on issues relating to UNOPS ICT.
2. ICT contracts and management
Effective advice on all project implementation activities involving ICT including the hardware and software procurement process and establishment and maintenance of a roster of potential suppliers.
Support selection and facilitate deployment of software to projects, seeking technical advice and support from HQ ITG personnel, as required.
Assist project and operations teams in the management and monitoring of 3rd party ICT development vendors and contractors.
Liaison with UNOPS Headquarters, and other relevant units, to determine hardware and software requirements.
Based on identified user and business requirements, develops required technical specifications and statements of work for 3rd party software development vendors and contractors.
Support project team managing ICT companies’ contracts.
Assist in developing terms of references (TOR) for engaging vendors, service providers and consultants.
Assist on contractual process, evaluations and selections.
Assist in developing project plans for technology innovation initiatives.
Support in managing the ICT development vendors contracts.
3. Server and network administration
Maintenance of network and internet connectivity to ensure stable operation, availability of bandwidth, and reliable connection to the internet and HQ based systems.
Valid hardware maintenance agreements, to ensure timely resolution of hardware failures.
A stable and responsive network environment based on daily monitoring of the network connection.
Ensure confidentiality, integrity and availability of UNOPS ICT systems and UNOPS information assets.
Monitor and maintain proper backups of UNOPS data. Maintenance of measures in place for business continuity and disaster recovery processes and procedures Maintenance of video conference and telephony operations.
4. Knowledge building and knowledge sharing
Provide support to the organization, facilitation and/or delivery of training and learning initiatives for personnel related to efficient and secure use of ICT systems and services.
Provides sound contributions to knowledge networks and communities of practice by synthesizing lessons learnt and dissemination of best practices.
Collect feedback, ideas, and internal knowledge about processes and best practices and utilize productively.
Liaise with relevant MCO, HQ and UN system units to exchange information and follow up on pending issues.
Education/Experience/Language requirementsa. Education
Secondary school (High School or equivalent) with a minimum of seven (7) years of relevant experience is required.
Alternatively, a first level university degree (Bachelor or equivalent) in information sciences, computer sciences, engineering or related field with a minimum of three (3) years of relevant experience is required.
Advanced university degree (Master or equivalent) in the above mentioned subjects or related field, is desired and may substitute for additional years of experience.
b. Work experience
Relevant experience is definite as experience in the field of information technology and/or telecommunications and systems, preferably in an international environment.
Experience in the usage of computers and office software packages (MS Office 2010 and/or newer versions) is required.
Experience in management of Active Directory, Windows servers, and network infrastructure is required.
Experience in the usage of Google Work Space, Google Admin console and related tools is desirable.
Experience in managing the installation of ICT hardware systems through suppliers, including inspection, testing and sign off for quality assurance and contract management purposes is an asset.
Experience working in an international organization is an asset.
c. Languages
Fluency in English is required.
Fluency in Uzbek and/or Russian is required.
