Role and responsibilities

The ICLA Team Leader is responsible for undertaking legal casework and capacity building activities of the ICLA programme. The officer will undertake legal analysis and, with support of the Project Manager or legal advisor, resolve cases through advice, mediation and formal legal action

Generic responsibilities

Adhere to NRC policies, tools, handbooks and guidelines Assist with the implementation of the support function portfolio according to plan of action Prepare and develop status reports as required by management Ensure proper filing of documents Promote and share ideas for improvement of the support function.   Management of project staff  Implement plan of action for delegated portfolio of ICLA CC projects (activities, budget and project documentation)  Day to day follow of progress in project implementation  Ensure compliance with NRC policies and ICLA tools, handbooks and guidelines  Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist  Promote and share ideas for technical improvement  Prepare periodic progress reports and other documents     Ensure capacity building of project staff and transfer key skills Liaison and collaborate with relevant local authorities and stakeholders Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

Undertake regular visits to IDP camps, local authorities, and partners (as and when security allows) and government officials to identify needs and provide support through legal assistance, capacity building and advocacy. Identify knowledge gaps and needs of IDPs, partners and other key stakeholders relevant to ICLA thematic areas. Identify external resources as required in consultation with AM/ICLA Project Manager. In consultation with the ICLA Project Manager, develop and implement a training Schedule and organize all logistical needs and support. Conduct trainings and induction to new staff joining NRC and local partners on ICLA SC. Compile ICLA activity reports in South Central area offices. To develop best practice documentation on methodologies and techniques Facilitate training and awareness sessions on HLP Budget and administrative responsibility for geographic and/or thematic areas as within the ICLA project identified by the PM. Implementation of the ICLA project in accordance with agreement applicable to the grant from the donor(s) and NRC principles and ways of work. Ensure that activities are in line with budget lines and limitations. Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the ICLA SC staff and the PM. Prepare monthly summary reports for Project Managers Programme report. Document technical issues and questions, and report to the PM. Communicate with and obtain necessary agreements and understanding from local authorities and partners in the areas of responsibility determined by the PM in line with the NRC protocol for communication. Communicate, exchange information and co-operate with relevant external actors in the areas of responsibility guided by the PM. Communicate and coordinate work and tasks with the UN system in general and UNHCR in particular in the areas of responsibility determined by the PM. Contribute to the development of NRC’s Country strategy, action plan and activities plan and priorities in the ICLA sector as directed by the PM. Guide and delegate tasks to NRC personnel associated with the organization’s ICLA activities.

University degree in law or other social sciences subjects. Thorough understanding of legal provisions and procedures in Somalia particularly South Central. Knowledge and experience with human rights issues and an understanding of international law. Maturity, results orientated and willing to work long hours Excellent interpersonal skills. Ability to relate to both urban and rural communities in friendly, open and professional manner Experience of using desktop office software including MS Word and Excel. Minimum of 3 years work experience with specific experience in a law firm, judiciary, NGO, legal or international organization in the area of protection or human rights and Management position. Experience from working as a Legal Officer/protection officer in a humanitarian/recovery context Experience working with and implementing projects through local partners, paralegals, local authorities and community dispute resolution committees Training skills Reporting skills Budget monitoring Experience in research and data analysis Previous experience from working in complex and volatile contexts Documented results related to the position’s responsibilities. Context related skills; knowledge and experience:

 Knowledge of the context in Somalia.  Knowledge of the English and Somali language Experience working with government, local authorities, humanitarian actors, host community and displaced populations (IDPs and Refugees).
