NRC’s Information, counselling and legal assistance (ICLA) programmes aim to enable people affected by displacement to claim and exercise their rights and to find lasting solutions. They promote understanding and respect for the rights of affected people and the obligations of duty bearers under international law. The role of ICLA Database Officer is to ensure functionality of the ICLA Ukraine data flow and information management systems, including data collection, presentation, and storage tools. Generic responsibilities 

Ensure adherence with NRC policies, tools, handbooks, and guidelines. Develop, implement, manage and administer databases, data collection, presentation, and storage tools and related procedures. Implement and maintain a filing system for ICLA-related documentation. Carry out periodic audits for inventory obtained and used in the ICLA project. Ensure proper filing of documents. Investigate and facilitate introduction of new ideas, technology, methods, and approaches in order to improve the quality of data management. Contribute to specific protection risks and needs analyses. Contribute to designing of protection response to identified risks and needs. Supervise and train ICLA team in relation to Database processing and utilization. General follow up of the NRC routines in relation to ICLA project documentation .

Specific responsibilities

Provide general administrative and operational support to the ICLA programme. Ensure regular monitoring and checkup of the entered data with actual Beneficiary Intake Forms. Ensure that Database applications, data storage and regular backups are configured and maintained. Implement and update a data disaster recovery plan (back up). Maintain ICLA KOBO Toolbox account, create data collection tools (e.g. surveys, questionnaires) and secure proper transfer of the data collected to the respective databases. Ensure installation and maintenance of protection services (anti-viruses and firewalls). Train and develop ICLA staff’s skills in relation to use of the Database. Adhere to National legislation, EU General Data Protection Regulation, and NRC policies regarding the administration and protection of private information Ensure efficient working relationships internally with the M&E unit and with other Core Competencies. Contribute inputs to reporting systems in a timely manner. Contribute to donor, internal, and other types of reports; strategy documents, preparing and providing of dashboards, statistical charts, tables, and other visualization methods as required. Extract and analyse information from primary and secondary sources with further processing and representation. Maintain and support other present ICLA databases and data collection products as requested. Ensure proper maintenance of the ICLA project inventory. Supervise programme files and archive. Submit regular activity reports to ICLA Project Manager. Perform any other tasks as requested by ICLA Project Manager.

Generic professional competencies

Experience with Excel, Macroses, logic formulas, pivot tables. Experience with Microsoft Dynamics will be an advantage. Experience with digital data collection tools (e.g. KOBO Toolbox). Experience with PHP, HTML, JavaScript will be an asset. Experience with MySQL, SQL or related databases or database design will be an advantage. Experience of systems analysis and design of appropriate solutions. Ability to work under remote management. Good understanding of secure data management.

Context/ Specific skills, knowledge, and experience

Bachelor’s/Master’s degree in Information Technology, Computer Science, Computer Engineering, Software programming or related field Experience of working with various databases, systematization, and analyses Good knowledge of the Ukrainian and Russian languages  Good knowledge of the context in Ukraine Good knowledge of English will be an advantage
