NORCAP is seeking an experienced Human Rights Expert to UNDP

Located in UNDP’s Regional Service Center for Africa in Addis Ababa (with travel as needed), the Human Rights Expert will work to further faciliate UNDP’s regional human rights work including strengthening National Human Rights Institutions (NHRIs) through the Tripartite Partnership (TPP) to support NHRIs, supporting ongoing initiatives in support of regional human rights institutions such as the Banjul Commission etc .

NORDEM is NORCAP`s programme on human rights democracy and peace. We support international organisations and operations that work in the field of human rights, democratisation and peace with qualified experts. In addition, we offer advice, support the transfer of experience and contribute to research. Our expertise covers such fields as good governance, democratic institutions, independence of the judiciary, judicial and legal reform, human rights, election observation and election assistance.

The Human Rights Expert will be seconded by NORCAP and will report to the Regional Governance and Rule of Law Adviser in Addis Ababa with linkages to the Crisis Bureau in New York.  She/he will benefit from being part of a network of Human Rights expertise in UNDP globally through the Global Policy Network (GPN).

DUTIES AND RESPONSIBILITIES:
 

Support to the Regional Human Rights portfolio in Africa including country support and project design

Identify best practices and lessons learned in human rights programming in Africa and support knowledge sharing and peer to peer support Conduct research and facilitate knowledge sharing on national human rights systems, support to NHRIs, engagement with the human rights mechanisms, mainstreaming of human rights and promotion of accountability Support country programming and project development on human rights

Project implementation to support the TPP including close coordination with TPP partners focused on NHRI support in countries

Implement the workplan of the Tripartite Partnership for National Human Rights Institutions (TPP) in Africa Develop context specific joint approaches to support national human rights institutions (NHRIs) leveraging the comparative advantages of the TPP partners Communicate regularly with OHCHR, GANHRI, and NANHRI counterparts to capture inputs from all partners Work with UNDP country focal points and project managers to identify specific needs of NHRIs Support the management of the TPP by overseeing the transfer of funds, coordinating meetings, establishing timelines, assigning tasks, etc. Brief the TPP Management Committee of progress on a regular basis

 Support to Regional Human Rights Initiatives

Supports in promoting the rule of law, justice and human rights in Africa through the implementation of the Renewed UNDP Governance and Peacebuilding Framework for Africa: 2022 - 2025 Maintains an overview of political, security and humanitarian developments; monitors the situation for potential human rights implications; conducts protection risk analysis with recommended actions for various stakeholders. Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in Africa Collects and analyses human rights data and indicators in country/region of assignment, including gender-specific data and indicators. Provides support to the Banjul Commission and other bodies

​​​​​​​Resource Mobilization related to Human Rights and the support to NHRIs

Engage in advocacy and resource mobilization efforts to scale up the human rights work in Africa Participate in relevant events and meetings to expand UNDP’s human rights network and promote the portfolio Develop resource mobilization strategies for human rights support in Africa and maintain regular communication with current donors Conduct advocacy meetings to diversity funding streams for the TPP and human rights offer including through non-traditional donors Create communication materials showcasing the TPP as unique entry points to strengthen human rights in Africa and achieve the SDGs
