We are seeking suitably qualified candidates for the Human Resource Officer position for the upcoming USAID-funded project HIV Care and Treatment Activity (Proposal).

This recruitment for the position is contingent upon award of the project to FHI 360.

Job Purpose:

The Human Resource Officer support in several functional areas including recruitment, employee relations, benefits administration, compensation, payroll, HRIS and training & development. Inputs employee personal data into human resources information system (HRIS) database and generates reports as needed for HR staff. Serves as initial point of contact for employees with questions related to their personal employee information. Processes various forms related to documenting human resources activities such as new employees, change-of-status, performance evaluations, benefits, terminations, etc. Conducts new employee orientations and may handle or facilitate employee exit interviews. Prepares special reports using HRIS data Coordinates interviews and maintains visa processing.

Specific Tasks:

Coordinate staff recruitment and selection process to ensure a timely, organized and comprehensive procedure is used to hire staff.

Provide advice and support the supervisor on staff recruitment.

Prepare notices and advertisements for vacant staff positions.

Schedule, organize interviews and take part in applicant interviews.

Carry out independent reference checks on possible candidates.

Prepare, develop and implement procedures and policies on staff recruitment. Inform and give feedback to all applicants who were not successful within a specified time frame.

Carry out exit interviews and ensure a staff’s exit is concluded in a professional manner.

Send the recruitment report to the supervisor for review.

Monitor staff performance and attendance activities.

Provide orientation on how to complete performance review.

Closely monitor daily staff attendance.

Investigate and understand causes for staff absences and recommend solutions to resolve chronic attendance difficulties.

Actively monitor scheduled absences such as holidays or travel and coordinate actions to ensure the staff absence has been adequately covered.

Provide support to supervisors and staff to develop the skills and capabilities of staff:

Ensure that accurate job descriptions are in place.

Provide advice and assistance when conducting staff performance evaluations and Appraisals.

Identify training and development opportunities for the staff.

Organize staff training sessions, workshops and activities when required. Provide basic counseling to staff who have performance related obstacles. Provide advice and assistance in developing human resource plan. Conduct staff orientations.

Inform affected staff or residents of unexpected absences from work and coordinate actions ensuring the continuity of services such as cancellation of events and or programmes.

Maintain the Day-to-day staff attendance sheets and keep track of Leave reports.

Provide information and assistance to staff, supervisors on human resource and work-related issues.

Provide advice and assistance to staff and management on pay and benefits systems. Supporting in the preparation of compensation documents, employment contracts. Supporting benefits enrollment like medical, life insurance, etc.

Manage human resource database and filing system, ensuring they are backed up and up to date.

Share all related documents and Contracts that will help in the Verification of the monthly payroll in close cooperation with the Finance Department.

Explain employment standards and legislation such as workers compensation, labor standards as Burundi’s labor law.

Manage and coordinate employee transfers and benefits.

In collaboration of other HR Team members, work with the country representative and /or the project Director to update the employee manual prior submission for approval.

Conduct regular visit per year in field office to monitor the wellbeing of the staff located in field.

Perform other related duties as required.
