Job Purpose

Turkish Red Crescent Society (TRC) is the largest humanitarian organization in Turkey, and, as an auxiliary to the government, has been playing a leading role in providing assistance to the refugees and migrants since the beginning of the Syria crisis.

The conflict in Syria has now entered its ninth year with no end in sight. The crisis has created an overwhelming and enduring humanitarian suffering, displacing over five million Syrian people into neighbouring countries and other regions around the world. About 4 million registered refugees are living in Turkey, including Syrians, Iraqis, Afghan, Iranian, Somalian and other nationalities. Over 90 percent of the displaced people are living in urban areas. The Turkish Red Crescent Society (TRC) has been providing a first-line response in all the activities related to the Syrian people and organizing its dedicated structures to receive and protect the people in need. The IFRC continues to support the Turkish Red Crescent Society in its response to the growing humanitarian needs in Turkey resulting from the Syrian and other concurrent crises.

The operation was initially launched as an Emergency Appeal on 9 November 2012, and transformed into an International Appeal to support the Turkish Red Crescent Society (TRC) to deliver assistance and support people displaced by conflicts in the region. After nine years, the appeal is closing in 2021 and the operation will transit into an operational plan. In 2020, IFRC took over the contract for the Emergency Social Safety Net (ESSN) programme, the world’s largest humanitarian cash programme with a budget of EUR 900 million, currently supporting 1.8 million refugees in Turkey.

The HR Delegate is accountable, under the direction and guidance of the Head of Delegation, Turkey for providing specific and technical human resources support to IFRC national and international staff members within the Delegation. The HR Delegate will support the IFRC operations in country (which includes between 75 and 100 staff: national, delegates, consultants and seconded staff to the Turkish Red Crescent Society) on Human Resources issues.

S/he is expected to lead on HR assessments, HR planning, and is responsible for overseeing recruitment, training and development, performance appraisal, and, national staff benefits design and rewarding. S/he is also responsible for compliance with labour law, and, government regulations and requirements. S/he protects the interests of staff (National Staff, Delegates, Staff on Loan) and of IFRC in accordance with management policies and national and international laws and regulations. Where relevant the post-holder will be expected to mentor and/or build the capacity of in-country HR staff.

The HR Delegate will manage two national HR Officers and one HR Assistant.

Job Duties and Responsibilities

The HR Delegate will plan and work in the following areas:

Workforce Planning and Recruitment

  • Agree workforce plan, including defining roles and appropriate organisational structure.
  • Ensure compliance with national labour law and regulations for national staff recruitment in collaboration with the National Society.
  • Ensure all departments are resourced with appropriate personnel, prioritising critical roles.
  • Liaise with the HR in-country and/or Regional office on recruitment and other matters related to staff.
  • Coordinate and develop a tailored induction programme for new incoming staff
  • Coordinate the recruitment, selection, and placement process of the international and national staff.
  • Support adherence to the Federation's principles and processes, liaise with National Societies for contracting and
  • funding of Staff on Loan candidates as appropriate.
  • Ensure compliance with national labour law and regulations for national staff recruitment in collaboration with
  • TRC and the IFRC Country Delegation, Turkey.
  • Ensure that procedures and systems are set up to enable the recruitment international and national staff.
  • Ensure that all incoming and outgoing IFRC delegates and staff are briefed and debriefed by all relevant departments.

HR Management and Administration

  • Advise management on people management issues in accordance with IFRC policy and procedure.
  • Develop and manage practical and secure HR information systems.
  • Review and develop guidelines, procedures and adapt relevant policies in order to provide clarity and standards
  • Finalise the Staff Regulations in country in consultation with Legal in country and Geneva, Regional HR Manager, and other stakeholders. Review the Staff Regulations on an annual basis as appropriate.
  • Oversee compliance to Fundamental Principles, IFRC Code of Conduct and IFRC operational procedures.
  • Advise management and, where necessary, deliver training on matters of Prevention of Sexual Exploitation and Abuse, workforce gender and diversity and whistle-blower policies and systems.
  • Analyse and maintain HR trends and data to influence decision making.
  • Facilitate end of contract of employment /requests for extension and appraisals.
  • In collaboration with legal counsel, ensures that all national staff employment related documentation is drafted in
  • line with the Turkish labour law (employment contracts, staff regulations, notice letters etc).
  • Monitors and ensures appropriate management of exit procedures for all staff.
  • Monitors leave management for all staff.
  • Contributes to the preparation of accurate and timely human resources reports.

Payroll Management - Compensation and benefits

  • Initiate and oversee the Social Security Registration of IFRC in country.
  • Undertake benchmarking review on compensation and benefits to determine appropriate salary scales.
  • Ensuring that the pay practices comply with state and federal laws and regulations
  • Oversee the administration of the social security for national staff, and medical insurance schemes and ensure the proper implementation
  • Oversee the preparation and validation of the payroll list.

Internal and External Relations

  • Coordination with IFRC Country Delegation, Turkey and with Turkish Red Crescent regarding HR related matters.
  • Actively query and highlight any perceived/possible HR related risks in relation to contracts, memorandum of understanding or agreements.
  • Establish solid and effective communication lines in the Field and towards HQ.
  • Monitors staff management issues and supports/advises management and staff as appropriate to maintain a good
  • workplace environment.
  • In collaboration with legal counsel ensures that disciplinary matters are treated in accordance with established policies and procedures. Mediates conflict, grievance and harassment cases.

Performance Management

  • Work alongside managers to develop and establish highest levels of performance from their staff.
  • Guide managers to perform the whole range of performance management activities (e.g. set objectives, appraisal,
  • identify gaps and contribute to the definition of training and development actions as appropriate.
  • Provide guidance and support to managers and staff in cases of poor performance and disciplinary situations.
  • Share information received from Staff Development with all the team.
  • Train staff in the use of the relevant tools e.g. performance online and advocate for highest standards of performance management.
  • Ensure that staff are timely appraised and monitor quality of evaluations in compiling final appraisals for the HR
  • files.

Relationship Management

  • Monitor staff/management issues and support/advise management and staff as appropriate to improve the relations and resolve the issues.
  • Advise delegates and national staff on HR policies and practices, advocate for staff to management, consult with
  • Regional Hr Manager, Legal unit, Health Officer and Stress counsellor as appropriate on matters affecting staff including occupational health and stress related issues.
  • Be the partner of Delegates and National Staff, listen to them, provide answer to their queries, provide professional advice.

Training and Learning

  • Promotes and stimulates the use of the IFRC Learning platform among staff.
  • Monitors the implementation of performance management for all staff.
  • Contributes to the development of new e-learning activities in the IFRC.
  • Organise training for the Staff on HR policies.
  • Develop staff skills by the management and supervision of the various trainings (Internal, External, on the field or at Headquarter).

Staff Wellbeing

  • Promote staff wellbeing and respond to needs as they arise.
  • Collaborate with staff health, security and psychosocial support (PSS) colleagues to agree on best ways to address staff wellbeing.

Education

Required

  • University Degree in relevant discipline.

Preferred

  • Basic Delegates Training Course or equivalent knowledge.
  • Masters qualification or equivalent in Human Resource Management.

Experience

Required

  • At least 5 years’ experience of providing HR services to managers or relevant stakeholders.
  • Experience with different components of the Red Cross/Red Crescent Movement especially working with National Societies.
  • Excellent skills in advising on complex staffing issues.
  • Experience in recruitment and selection.
  • Experience of writing and adapting policies and procedures across different country/legal contexts.

Preferred

  • Experience in managing investigations, disciplinaries and issues of misconduct.

Knowledge, skills and languages

Required

  • Knowledge of IFRC HR systems and procedures.
  • Strong skills in analytical and strategic thinking.
  • Ability to work in a multicultural environment, establish and maintain working relationships within the organisations and with external partners including donors.
