About UNU Human Resources Office The UNU Human Resources Office (HR-KL), as part of UNU Centre Administration, serves UNU’s Institutes and Offices in 16 locations around the world in the provision of human resources services. This includes HR policy and strategy, as well as business processes and systems and a core set of transactions in HR, including contract administration and global payroll. HR-KL is led by the Chief of Human Resources, who reports to the Director of Administration in TokyoResponsibilities Under the overall guidance and supervision of the Chief of Human Resources, the HR Associate is accountable for service provision, transactions and advice to internal clients on the full HR life cycle administration for PSAs. The incumbent interprets and applies the PSA policies, procedures and guidelines, establishes internal procedures, provides solutions to a wide spectrum of complex HR administrative issues and where necessary ensure full compliance with the Staff Rules and Regulations. The HR Associate also works in close collaboration with UNU’s HR Focal Points and UNDP/GSSU in Copenhagen for resolving complex HR-related issues and information exchange. 1. Provide support to the administration and implementation of HR strategies and policies focusing on achievement of the following results: Full compliance of records and reports with UNU HR policies and procedures and where necessary, Staff Rules and Regulations;Provision of information to the HRFPs and personnel on HR policies, procedures and regulations;Provision of workforce data for various HR reports, including statistical tables and standard financial reports and adhoc reports on workforce data 2. Provides HR services focusing on achievement of the following results: Liaise with GSSU and take action as required through UNAll and workbench for the initiation of hiring process and preparation of FTA and PSA contracts (recruitment, amendments, extensions);Input and tracking of all transactions related to PSA positions, recruitment, benefits, recoveries, adjustments and separations through Atlas;Serve as the focal point for the UNU Internship Programme, providing advice to local HR Focal Points who administer the internship in their institutes; andSupport the processing of outside activities requests. 3. Determine and verify financial entitlements related to contracts, including hires, life and organization events, end of service, ongoing entitlements and salaries to achieve the following results: Accurate determination of financial entitlements of personnel transactions (RPA and Standing Orders);Timely processing and approving of financial payments to support FTA, PSA and Consultant policies;Prepare Purchase Orders in Atlas ERP as required and facilitating payments done off payroll in a timely fashion. 4. Provides recruitment and onboarding support focusing on achievement of the following results: Implementation of recruitment processes including review of job descriptions, provision of input to job classification process, vacancy announcement, screening of candidates, OneHR Reference Verification, Clear Check database and participation in interview panels;Prepare classification analysis of jobs in the General Service and PSA categories for review and approval by the Chief of Human Resources;Provide advice on the interpretation and application of HR policies, rules and regulations related to recruitment and staffing; andManagement of talent pool and rosters in the recruitment system. 5. Identify areas for improving processes and HR policies and developing business requirements to maximize efficiency and simplify procedures to achieve the following results: Participate in HR business processes improvements and implementation of the content of internal processes in HR management in consultation with the Chief of Human Resources;Support the review and implementation of HR policies, procedures and guidance documents;Recommend new ways of working to reduce unnecessary paperwork and administrative processes;Provide input and support to further development of and implementation of eServices, Workbench and Oracle Cloud HCM. 6. RequirementsCompletion of Secondary Education is required OR Bachelor’s Degree in HR, Business or Public Administration, Social Sciences and relevant fields will be given due consideration.Minimum 6 years (with Secondary education) or 4 years (with University Degree) of relevant experience in human resources management services.Familiarity with UNDP operating and reporting systems, including experience in the use of an ERP system (i.e. Oracle Cloud, SAP or PeopleSoft) is an added advantage.Experience in the usage of computers and office software packages (MS Word, Excel, etc.).Knowledge of UN HR policies and their application in the employment life cycle is desirable.Knowledge of recruitment principles and procedures and the ability to apply them to practical situations to secure quality candidates is desirable.Strong analytical skills, meticulous attention to detail and process orientation.Proven organizational skills and ability to take initiative, prioritize and deliver results in a fast-paced work environment.Proven ability to handle sensitive and confidential information.Strong collaboration and team skills with respect for diversity in all its forms.UN working experience is desirable.Fluency in English (written and spoken) and Bahasa Malaysia.Knowledge of another UN official working language is an asset. The initial appointment will be for one (1) year with the possibility of renewal on a fixed-term appointment basis, subject to satisfactory work performance.
