Under the supervision of the Human Resources Specialist, the HR Associate is responsible for the implementation and execution of UNDP/UNV human resources strategies, programmes and policies, application of internal UNV policies, as well as management and administration of recruitment processes, benefits and entitlements, and attendance records.  He/she also supports the performance management review process, and is involved in other assigned corporate processes.  The HR Associate ensures execution of transparent and efficient HR services in UNV headquarters, and promotes a collaborative, client-oriented approach and supports the staff morale and well-being. 

The HR Associate works in close collaboration with the managers of the different sections of UNV HQs in the assigned portfolio, as well as UNDP/OHR offices in New York and Copenhagen in resolving complex HR-related issues and information exchange.  The HR Associate supervises an HR Assistant, in coordination with the HR Specialist.

The HR Associate also provides Secretariat services to the UN Volunteer Advisory Panel on Disciplinary Measures (APDM), which advises the Executive Coordinator on disciplinary matters involving Un Volunteers and on claims for loss or damage of personal effects submitted by UN Volunteers.   Duties and Responsibilities   1. Administration and implementation of HR strategies, policies and guidelines 

Keep abreast of on-going and new UNDP/OHR rules, policies, procedures and strategies;    Ensure that UNDP/OHR rules, policies, procedures, strategies and guidelines are correctly interpreted and applied in UNV/HR business processes;  Provide information and advice to staff within his/her portfolio on existing and new UNDP/HR strategies, regulations, policies and guidelines, and the implementation of the internal standard operating procedures in UNV/HR, in consultation with the direct supervisor and management. 2. Provision of HR services Organize and conduct recruitment processes in area of portfolio, including vacancy announcements, screening of candidates, participation in interview panels, drafting of interview reports, reference checks, and written tests;  Prepare submissions to the Compliance Review Panel (CRP), and to the Compliance Review Board (CRB), including drafting of selection process reports;    Create/update positions in Quantum, staff data including corporate, personal and family status, performing the functions of HR and Position Administrator in Quantum;    Provide input to drafting and finalization of job descriptions and to job classification processes; Process the hiring of newly recruited staff, preparation of contracts (fixed-term appointment, temporary appointment) and extensions, including determination of salary levels/costing;  Timely follow up with the Payroll Administrator on changes affecting salaries and entitlements;  Provide inputs and track all transactions related to positions, recruitment, benefits, earnings/deductions, adjustments and separations through Quantum;  Maintain UNV staffing tables;  Collaborate with leave monitors to oversee status of leave of staff in portfolio assigned and ensure any necessary follow-up.  3. Facilitation of knowledge building and knowledge sharing Provide inputs for the elaboration of internal Standard Operating Procedures (SOPs) of HR business processes; Share updated information on guidelines, policies and rules, lessons learnt and best practices concerning HR issues among line managers and staff;  Provide sound contributions to knowledge networks and communities of practice;  Advise managers/staff on request on various UNDP/UN policies and practices in the HR area that may have bearing on volunteer recruitment and management practices;  Advise managers/staff on request on resolution of HR issues concerning UNV staff;  Collaborate with hiring units to ensure that a proper induction is organized for new hires, and directly provide briefing on elements related to HR. 

4. Support to performance management  

Respond to general queries on PMD/TMRG process, referring sensitive mattes to the HR Specialist; support preparations and organization of annual TMRG meeting.

5. UN Volunteer Advisory Panel on Disciplinary Measures (APDMC) Secretariat

Under the guidance of the Chairperson of the UN Volunteer Advisory Panel on Disciplinary Measures (APDM), provide Secretariat services to the APDMC; Prepare statistics concerning UNV cases for annual reports from UNV and UNDP, and upon request from the APDMC Chair and UNV senior management; Liaise with UN entities on issues related to specific cases involving administrative (non-disciplinary) issues or decisions concerning UN Volunteers, as well as in the protocols for handling matters concerning UN Volunteers; Contribute to the organization and delivery of training sessions for APDMC members, managers, and UN Volunteers.
