About UNU Human Resources Office The UNU Human Resources Office (HR-KL), as part of UNU Centre Administration, serves UNU’s Institutes and Offices in 16 locations around the world in the provision of human resources services. This includes HR policy and strategy, as well as business processes and systems and a core set of transactions in HR, including contract administration and global payroll. HR-KL is led by the Chief of Human Resources, who reports to the Director of Administration in Tokyo. Responsibilities Under the guidance and supervision of the Chief of Human Resources, the HR Assistant ensures execution of transparent and efficient HR services in HR-KL. The HR Assistant promotes a collaborative, client-oriented approach and supports the maintenance of high staff morale. The HR Assistant also works in close collaboration with UNU’s HR Focal Points and UNDP/GSSU in Copenhagen for resolving complex HR-related issues and information exchange. Ensures administration and implementation of HR strategies and policies focusing on achievement of the following results: Full compliance of records and reports with UN rules, regulations, UNU policies, procedures and strategies; Participate in HR business processes improvements and implementation of the content of internal processes in HR management in consultation with the Chief of Human Resources; Provision of information to the HRFPs and personnel on HR policies, rules and regulations; and Provision of workforce data for various HR reports, including the UNU annual report and adhoc reports on workforce data. Administer and review processing of Benefits and Entitlements in full compliance with applicable PSA and Consultant Policies and Procedures to achieve the following results:Support select UNU institutes and office with consultant and PSA contract administration;Liaise with GSSU and take action as required through UNAll and workbench for the initiation of hiring process and preparation of PSA contracts (recruitment, amendments, extensions, separations);Support monitoring and filing of consultant contracts, keep up to date tracking system to ensure proper filing of Consultant contracts and to follow up amendments of the contracts;Follow up on CTC payments: solicitating required documentation, creating payment requests in ERP system; andCreate e-requisitions and submit contract to PO creation and follow up payments. Provides other HR services focusing on achievement of the following results: Liaise with GSSU in creation/update of positions in ERP system, update of COA information, setting up vendors;Provide support to recruitment and onboarding processes, andServe as Leave Monitoring Focal Point, performing the functions of Admin.HR, and Absence Processor in Atlas as well as provide helpdesk support to all personnel. Ensures proper staff performance management and career development focusing on achievement of the following results: Ensures full compliance of all mandatory courses for all personnel;Provision of background information and maintenance of the related data in the e-module for PARProvides reports on performance management and learning activities including reports for audit requests; andParticipation in preparation of UNU-wide learning plan in consultation with the Chief of Human Resources. Ensures facilitation of knowledge building and knowledge sharing in UNU HRFP community and UNU-wide focusing on achievement of the following results: Synthesis of lessons learnt and best practices in HR for publication on the HR intranet;Contribute to the HR intranet presence by providing new content, updating and maintaining content; andOrganization of trainings for the HRFP community on HR issues. RequirementsSecondary Education with specialized certification in HR OR Bachelor’s degree in Human Resources Management, Industrial Relations, Business Administration, Public Administration, Social Sciences or a related field;Secondary education with 5 years OR bachelor’s with 3 years of HR/administrative experience at the national or international level is required;Experience in handling of web-based management and ERP systems;Experience in the usage of computers and office software packages (MS Word, Excel, etc.);Knowledge of HR policies and their application in the employment life cycle;Possesses basic knowledge of organizational policy and procedures relating to HR and applies them consistently;Knowledge of learning and development issues, concepts, and principles, and ability to apply them to enhance the fulfillment and performance of personnel is desirable;Strong analytical skills, meticulous attention to detail and client orientation;Proven organizational skills and ability to take initiative, prioritize and deliver results in a fast-paced work environment;Proven ability to handle sensitive and confidential information;Strong collaboration and team skills with respect for diversity in all its forms; UN working experience is desirable.Fluency in English and Bahasa Malaysia Knowledge of another UN official working language is an asset. Remuneration The successful candidate will be employed under an national PSA contract. UNU offers an attractive compensation package including an annual net salary (of/in the range of) MYR 52,497 - MYR 66,497, commensurate with the experience and qualifications of the candidate. Benefits include 30 days annual leave and a health insurance scheme. Duration of contract The duration of the initial contract is 1 year. This is Personnel Service Agreement (PSA) contract with UNU, with the possibility for renewal subject to requirements and satisfactory work performance. The combined duration on a PSA contract with UNU may not exceed six (6) years. The mandatory age of retirement for PSA holders is 65 years.
