Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Recruitment and Staff Development Unit, Human Resources Services, Office of the Executive Secretary (OES).

Reporting Lines

Under the supervision of the Head, Recruitment and Staff Development Unit, to:

Duties and Responsibilities

Provide support in handling recruitments at various stages of the selection process and contribute to the efficient, timely, and client-oriented recruitment; Prepare draft vacancy announcements, monitor application activities for all categories of jobs within assigned divisions. Administer technical assessments of candidates. Organize interviews and recruitment panels, including preparation, compilation and distribution of documents required for the panels Conduct initial review of job descriptions and provide input. Assist in the preparation of primary input data regarding posts earmarked for classification; Prepare draft job descriptions for all categories of jobs within assigned divisions. Follow-up on the development of job descriptions from divisional HR focal points, director’s offices, section chief’s offices; prepare documentation for approval of the classified posts; Assist with establishing and maintaining inter- and intra-divisional cooperation and communication; liaise regularly with divisional HR focal points and follow-up on timely action with substantive divisions and sections; Contribute to the efficient, timely, and client-oriented talent acquisition. Create social media content and campaigns for our outreach and sourcing efforts. Liaise with the Public Information Section on the publication of social media content for our sourcing efforts; Assist with projects in the area of in Talent Acquisition events, workshops and career fairs. Collect and collate data to assist with the preparation of periodic reports, provide statistics and input for the Annual Human Resources Report and respond to ad hoc requests in relation to other statistical reports; Maintain vacancy announcement files and tracks status of vacancy announcements. Enter and update recruitment data in JIRA and Talent Management System; Support the delivery of training and learning initiatives for staff on recruitment-related topics; Perform other duties as assigned.

Education

Completed secondary education and/or training beyond high school in Human Resources.

Work Experience and Qualifications

At least five years of relevant working experience in the field of human resources or a related area is essential, preferably part of which should have been in an international environment; Experience in recruitment and/or talent acquisition in an international organization is highly desirable; Knowledge of Enterprise Resource Planning (ERP) systems (SAP databases and/or Talent Management Systems) is an asset; Knowledge of Applicant Tracking Systems is required (such as SAP SuccessFactors); Good knowledge of Microsoft Office and other computer applications is essential; Experience in the application of human resources policies, regulations and rules is desirable; Strong attention to detail and quality with a high degree of discretion and professionalism is required; Ability to organize and prioritize work in a fast-paced work environment; Strong ability to communicate effectively in multicultural environment is essential.

Languages

Excellent written and oral communication skills in English are essential. Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

Remuneration

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and/or Health Insurance Scheme.

Short Term Appointments shall initially be made under a contract for a period not to exceed 364 days, subject to the successful completion of the probation period set forth in the Letter of Appointment.
