UNU Institute for the Advanced Study of Sustainability (UNU-IAS)

UNU-IAS is a UNU institute based at the university's headquarters in Tokyo, dedicated to advancing global efforts towards a more sustainable future. UNU-IAS serves the international community through policy relevant research and capacity development focused on sustainability, integrating its social, economic, and environmental dimensions. The activities of the institute are in three thematic areas: sustainable societies, natural capital and biodiversity, and global change and resilience. The work of UNU-IAS is directed towards priority issues for the UN system and Member States, contributing to high-level policymaking and debates to address problems of global concern. Responsibilities

Under the overall supervision of UNU-IAS Director, and under the direct guidance and supervision of Head of Programme and Administration of UNU-IAS, and in close coordination of Programme and Administrative Officer, in close collaboration with UNU-IAS staff, the incumbent shall perform the following tasks:

  • assist in planning, budgeting, recruiting, and managing human resources in accordance with the needs of the institute and relevant UNU policies
  • assist in implementing administrative objectives of the UNU-IAS Strategic Plan, including enhancement of working environment and career development of personnel
  • assist coordination, provision, and administration of all human resources, including human resources plans, payrolls, recruitments, contract negotiations, contract management, performance appraisals, training, and development
  • ensure all UNU regulations and procedures related to human resources are implemented
  • analyse available human resource policies and assist in establishing relevant strategies for human resource allocation for the institute
  • assist in developing and maintaining internal online approval and filing systems
  • arrange and organise onboarding and outboarding of personnel and update welcome packages reflecting local specifics
  • work closely with UNU's Human Resources unit to ensure smooth operation, clarify the implementation of policies and approval of exceptions
  • perform any other duties related to UNU-IAS Administration as may be assigned

Required qualifications and experience

Required qualifications and experience include:

  • a bachelor's degree in human resources, business administration, social sciences, or a related field; a master's degree equivalent field is an asset;
  • extensive administrative staff work experience including general affairs and a minimum of 5 years in HR or relevant working experience in an international setting
  • writing and communications skills in both Japanese and English
  • proven ability to manage Enterprise Resource Planning (ERP) and basic Microsoft Office programs
  • office automation applications knowledge/experience in using PeopleSoft and Microsoft Visio, Power Automate is an asset
  • ability to efficiently manage a variable workload
  • managerial experience in administration is an asset
  • familiarity with the UN system or other international institutions is an advantage
  • good team player with strong interpersonal skills, demonstrated by the ability to work in a multicultural environment with sensitivity and respect for diversity

Remuneration

Remuneration will be commensurate with the qualifications and experience of the successful candidate and will be within the salary scale of G-4 level of the General Service salary scale for Japan (duty station) in the UN Common System salary scale, plus benefits. For more information, please visit

Appointment duration

This is a full-time position. Initial appointment will be on a fixed-term appointment of one (1) year with the possibility of renewal on a rolling fixed-term appointment basis, subject to funding availability and excellent work performance. The mandatory age of retirement for United Nations staff is 65 years old.

Staff members of the United Nations University are international civil servants subject to the authority of the Rector and may be assigned to any of the activities or offices of the United Nations University. The Rector reserves the right to appoint a candidate at a level below that advertised.
