About Human Resources Office (UNU-Centre Administration) The UNU Human Resources Office (HR-KL), as part of UNU Centre Administration, serves UNU’s Institutes and Offices in 16 locations around the world in the provision of human resources services. This includes HR policy and strategy, as well as business processes and systems and a core set of transactions in HR, including contract administration and global payroll. HR-KL is led by the Chief of Human Resources, who reports to the Director of Administration in Tokyo Terms of Reference Under the direct supervision of the Chief of HR, the consultant will be responsible for the following tasks: Support to contract administration for affiliate workforce Support select UNU institutes and office with consultant and PSA contract administration. Support monitoring and filing of consultant and PSA contracts. Update regularly the tracking system to be set up to ensure proper filing of Consultant Contracts and to follow up amendments of the contracts. Follow up on CTC payments: solicitating required documentation, creating payment requests in ERP system. Create e-requisitions and submit contract to PO creation and follow up payments. Health insurance administration Administration of short term (fellows, guest participant, Board Members, scientific visitors) enrolment in health insurance. Coordinating and monitoring the disbursement and payments of quarterly invoices from insurer to UNU institutes. Verifying member enrolment upon hire and contract extensions. Other insurance related operations when necessary. Recruitment support Support advertisement of vacancy announcements. Monitoring and support to UNU institutes and office in managing recruitment slots in the recruitment system. Monitoring and Reporting Support Support monitoring and filing of UN mandatory courses certificates in the General Directory. Create end of year learning compliance report. Generate various reports on a monthly and yearly basis, e.g. gender parity and CEB reports. Support in analysing HR data to help inform decision-making on HR processes and strategies. Any other tasks as requested by the Supervisor. Operational Support Assist documents management and proper records retention project.Provide administrative support to processing and facilitating proper documentation management.Perform other duties as assigned by the Chief of Human Resources. RequirementsSecondary School Diploma.Specialized certification in HR is desirable.University studies in HR, Business or Public Administration would be desirable, but is not a requirement.3 years of relevant HR/Administrative experience is required at the national or international level.Experience in the usage of computers and office software packages (ERP system, MS Word, Excel, etc.) is required.Working knowledge of English and Bahasa Malaysia.National of Malaysia or resident in the country with a regular work permit. Duration of contract The successful candidate will be retained under a Consultant Contract (CTC) for the above-mentioned project for 6 months. Consultants engaged by UNU may not provide services for more than twenty-four (24) months in a thirty-six (36) month period. Proposed payment schedule Monthly lump sum payment will be made on a monthly basis, inclusive of all fees, upon submission of weekly (time sheet) and monthly progress report against the quarterly work plan. ​Travel considerations Should “mission travel” be required, UNU will pay for travel. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, completion of the BSAFE online course, travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant. Travel cost will be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation, meals and incidentals must not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org).
