The UNDP Office of Human resources/Talent Acquisition and People Programme (TAPP) works to enable the development of new strategic staffing and talent acquisition initiatives with a view to build a Centre for Excellence in Talent Acquisition and Management that caters to UN system agency clients as well as other potential partners. The JPO Service Centre (JPOSC) is part of TAPP, and  is an end-to-end service centre dedicated to the management and administration of the JPO Programmes of UNDP and of several other UN Organizations. The JPOSC manages the full cycle of the JPO assignment, including recruitment, appointment, assignment, on-boarding, learning, career development and counselling as well as separation.

The TAPP/JPOSC equally supports corporate entry level talent programmes such as the African Young Women Leaders Fellowship Programme (AYWL) and new UNDP Graduate Programme. The AYWL Fellowship Programme is a joint programme of the African Union and UNDP Regional Bureau for Africa, RBA. The Programme seeks to: i) equip outstanding young women leaders with the leadership skills and experience required to advance the SDGs and contribute effectively to decision making in public, private and multilateral institutions; ii) create a diverse pool of talent to enhance UNDP’s organisational efficiency and contribute to more responsive and effective policies and programs; and iii) develop a network of African young women professionals that engages in promoting innovative, sustainable and inclusive development through South-South development exchange. The first cohort of AYWL Fellows completed their assignments in March/April 2021 and the second cohort will be launched in mid-2021.

The HR Associate will be placed with TAPP/JPOSC and work under the overall guidance of the HR Specialist overseeing the People Programme Pillar/JPOSC of the TAPP team. The HR Associate will support the implementation of the AYWL Fellowship Programme, including delivering HR services to the participants in the Programme. 

Specifically, the HR Associate will provide HR services ensuring high quality, accuracy and consistency in delivery of HR support. The HR Associate will drive both development and the implementation of contract administration, benefits, and related payroll/payments for the AYWL Fellows. Additionally, the HR Associate will provide learning and development support to the AYWL Fellowship Programme, hereunder identification, development and coordination of learning activities and outreach in collaboration with the JPOSC Learning Analyst, RBA and the HR Specialist.

1. Ensures implementation of HR strategies and optimization of business processes focusing on achievement of the following results:

  • Full compliance of HR processes and records with UN/UNDP rules, regulations, policies, admin guidelines and strategies.
  • Input to JPOSC business processes mapping/Standard Operating Procedures (SOPs) in consultation with the HR Specialist
  • Propose/lead innovative ideas for streamlining of procedures to deliver optimal client service and process improvements.
  • Support/lead development of Fellowship administration module in new Oracle ERP platform.
  • Acts as a focal point on all matters related to the services provided by TAPP/JPOSC on the implementation of the AYWL Fellowship Programme.

2. Implementation of HR services focusing on achievement of the following results:

  • Within clearly established delegated authority, rules, regulations, and procedures; reviews and implements entitlement requests, interpreting and applying established SOPs/Guidelines practices.
  • Processes requests of Monthly Stipend payments, Payment reimbursements (F.10), facilitate issuance of visas, support on security clearance, etc.
  • Enables, Support and processes Travel Requisitions in the Travel Module where required.
  • Lead successful onboarding and offboarding of incoming Fellowship Cohort, hereunder duty station/supervisor preparedness as well as induction and administrative procedure.
  • Ensures completeness and appropriateness of documentation to process payment claims and entitlements.
  • Holds oversight and manages applications for learning activities against the Fellowship learning budget, and processes due reimbursement claims (F.10)
  • Upon Oracle ERP Module availability, Maintains HR data in Oracle ERP and validates payroll. Follows up on missing information/documentation to support data entry.
  • Generates required HR reports for monitoring purposes in TAPP/JPOSC and RBA.
  • Facilitates high quality response from Clients and Partners on emerging queries related to the Fellowship Programme.
  • Ensures regular outreach to clients and partners on the Fellowship programme framework, entitlements and keeps them informed of work progress;
  • Maintains proper filing system for HR records and documents in CARE/UN All.
  • Manages and proactively organizes the tasks delegated from the HR Specialist.
  • Undertakes other job-related duties as assigned.

3. Develop, support and deliver Learning and Development activities with focus on delivering the following results:

  • Identifies and designs a learning and development outreach programme to the AYWL Fellows in collaboration with JPOSC Learning Analyst, TDU (Talent Development Unit) and HR specialist
  • Ensures outreach and promote relevant learning/development activities within the governing learning budget of the Fellows.
  • Supports and collaborates with RBA AYWL Project Manager on design and delivery of induction programme as well as other learning programs initiated by RBA and AU.
  • Provides support, advisory and oversight on learning activities to the AYWL Fellows, Supervisors, and partners in alignment with established procedures/SOP and collaboration with RBA.
  • Builds and facilitates networks among AYWL Fellows.
  • Develops and provides career development support to AYWL Fellows.

4. Supports knowledge building and knowledge sharing in the unit focusing on achievement of the following results:

  • Maintains knowledge management prescriptive content within functional area ensuring that knowledge management system contains accurate and comprehensive coverage of relevant HR content.
  • Contributions to knowledge networks and communities of practice where needed.
  • Develop FAQ section on Fellowship Programme for publishing on JPOSC website.
  • Maintain/develop established procedural guidelines, procedures, templates, and administrative frameworks.

  • Secondary Education with at least seven (7) years relevant experience, or
  • Bachelor’s degree in Human Resources Management, Business or Public Administration with relevant experience of at least two (2) years will be given due consideration.
  • Relevant experience in HR, administration or programme support service at the national or international level is required. (Minimum 7 years if holding secondary education / minimum 2 years if holding Bachelor’s degree or higher)
  • Knowledge of UN Staff Rules and Regulations, UNDP HR administration and UNDP Atlas would be a strong advantage. 
  • Experience with designing, delivering support on learning & development activities would be desirable.
  • UN knowledge or experience would be desirable.
  • Experience with early talent programmes would be an advantage. 
  • Language Requirements: Fluency in English required;
  • Knowledge of French, Spanish or Arabic would be an advantage.
  • Other:Experience in the usage of computers, office software packages and web-based management systems (ERP system, MS Word, Excel, etc) is required.
