Hospital Facility Management Referent (m/f)

CONTEXT

The Hospital Management Unit (HMU) is a multidisciplinary, interdepartmental team, set up within the Operational Department. In order to manage hospitals in their proper context and in coherence with OCB strategic objectives, the HMU has a horizontal role with respect to the different Cells making up the Operational Department, and therefore depends on each of them for guidance on strategy and context.

The HMU develops expertise in hospital management and, in close collaboration with supporting departments, provides operational support for the team managing the hospitals in its portfolio. This Unit is the direct interface between HQ and the field. Each member has responsibility for a specific topic under the supervision of the Unit's coordinator (hierarchical link) with a functional link to the coordinator of the corresponding department.

Within the Unit, the logistics Department is represented by the Hospital Facility Management Referent (HFMR). S/he is responsible for ensuring the development of the expertise in management and maintenance policy of the infrastructures of the hospitals in portfolio.

JOB PROFILE

1. The HFMR takes part in the development of health facilities expertise in OCB, and more particularly in management of hospital infrastructures, in close collaboration with members of the Unit and the Log Department at HQ:

The HFMR participates:

· In the development of a horizontal hospital management policy: set up, organisation methods, evaluation mechanisms ...

· In the development, both at HQ and in the field, of HR with expertise in Health Facility Management, particularly by establishing training programmes, coaching and outside collaboration.

· Development and coordination of supportive management tools (protocols, guidelines, specialised software, data management, etc …).

2. The HFMR participates in new pilot projects.

The HFMR may, as the Steering Committee chooses, participate in establishing new projects, more specifically:

· (Pre) feasibility study, in collaboration with the Mission and the Cell

· Risk Assessment for Medical Infrastructures

· Committees establishment and development

· Other activities upon request

3. The HFMR has an operational role vis-à-vis hospital in his/her portfolio.

The HFMR has a direct supporting role with the hospital's management team, particularly the Hospital Facility Director, for topics related to:

· Maintenance strategy

· Planning of new works (adaptation of the infrastructures regarding to new programs and/or reorientation of the programs)

· Inventory and risk management regarding infrastructures

· Organization and management of the different maintenance tools (preventive and corrective)

· Budget monitoring of the technical activities, the infrastructures and equipment’s of the hospitals

· HR settings and needs of the technical teams

· Data collection for monitoring and improving hospital facility activities

· Safety programs

· Working areas setup

· Follow up in collaboration with Medical Teams of the Ancillary services such as Kitchen and Laundry

S/he is moreover responsible, in collaboration with the LogCells of:

· Definition of materials and equipment’s needed as well as how are they used and the maintenance program.

In coordination with other members of the Unit, the HFMR participates in the preparation of master plans, in collaboration with relevant people in the hospital and other HQ departments.

For all these issues, the HFMR collaborates with, and is the interface of the hospitals and the key contacts in the Log Department.

4. The HFMR participates in the setting up and development of a Pool of Hospital Facility Managers profiles capable of having a specific responsibility in Hospital Team Management, in collaboration with the Pool Managers and Development advisers**.** The HFMR therefore:

· Participates in recruitment of the Hospital Facility Managers profiles;

· Identifies training requirements for these profiles;

· Takes part in the organisation to some specific related trainings.

5. The HFMR is responsible for technical information and data management at Unit level:**

· The HFMR ensures that a data management system for logistics is set up in hospitals and monitored.

· The HFMR ensures that logistics information, data and reports regarding hospitals in portfolio are compiled and distributed to the relevant bodies.

· The HFMR ensures that such information is analysed and that any measures and actions to be adopted are followed up.

6. The HFMR participates in the development of external partnership arrangements**, in collaboration with the various supporting departments, so as to reinforce OCB's hospital management expertise**.**

7. The HFMR participates in evaluation and control missions**, in close collaboration with members of the Unit and HQ supporting departments. The HFMR therefore participates in:

· Development of methodology, evaluation tools, and qualitative and quantitative indicators for hospital management.

· Organisation of visits to evaluate procedures and organisation at OCB hospitals.

CANDIDATE PROFILE

  • Minimum 5 years of professional experience in technical management of complex medical setups
  • 2 years of successful missions as a Log in running an MSF complex medical facility
  • MSF experience or a comparable organization in developing countries is an asset
  • Management skills: Analyzing, planning, organization and communication skills
  • Good writing and reporting skills
  • Behavioural flexibility: ability to work in team, high level of maturity in interpersonal relationships, flexibility.
  • Good oral and written communication in English and French
  • An interest in international and humanitarian issues

  • Based in HQ (Brussels) with field visits (minimum twice a year)

CONDITIONS

  • 1 year contract - Full time
  • Based in Brussels (Ixelles) with travels to the field and in Europe
