Under the guidance and direct supervision of the Team Leader of the Sustainable Development Team, the HIV/LGBTI consultant is responsible for the management of UNDP China’s Strengthening LGBTI Inclusion Project. The HIV/LGBTI consultant analyzes social and legal trends, provides technical advice and leads in the overall management and evaluation of all activities within this project. The job involves developing close constructive relations with the Government of China, other UN agencies, donors, research institutes and think tanks, the private sector as well as a broad range of civil society stakeholders.    

The regional project Being LGBTI in Asia and the Pacific (BLIAP) has already established broad partnerships at regional and national levels, including in China, and provides additional opportunities for South-South exchange and regional dialogue. Through these platforms many LGBTI groups in China have a place at the policy table for the first time and this project seeks to build on the progress made so far. The consultant will work as part of this platform to engage and leverage mandates of partners such as governments, policy makers, civil society, the private sector, academic institutions, international government partners, foundations and UN agencies to enhance LGBTI inclusion in China and support China’s efforts to realize the Sustainable Development Goals (SDGs).

The HIV/LGBTI consultant works in close collaboration with the rest of the Sustainable Development Team, and the programme and operations units in UNDP China. She/he will work closely and report to team leader of the Sustainable Development Team of UNDP China and team leader of HIV, Health and Development Team of UNDP Bangkok Regional Hub (BRH).

Duties and Responsibilities

Summary of Key Functions:

Providing technical support and management of the Strengthening LGBTI Inclusion in China Project, while supporting the management of regional programmes and initiatives in China;

1. Ensures effective management of the Strengthening LGBTI Inclusion in China Project and other thematic areas assigned, focusing on new and innovative policy and technical support, quality control from formulation to implementation of the project including:

  • Lead in the implementation of Strengthening LGBTI Inclusion in China Project, the second phase of the ‘Being LGBTI in Asia’ (BLIA) programme in China, working closely with the regional BLIA team in UNDP BRH and representing the initiative at regional and international meetings and conferences;
  • Manage the Strengthening LGBTI Inclusion in China Project, focusing primarily on technical support around the areas of LGBIT inclusion, HIV and the law, human rights and HIV-related stigma and discrimination, as well as HIV vulnerability of and targeted interventions for sexual and gender minorities;
  • Manage the project to ensure the access to justice for PLHIV and marginalized groups and support national policy and advocacy initiatives in this area of work;
  • Participation in project formulation and appraisal. Review and making adjustments to project documents according to agreed-upon government priorities and available resources.
  • Evaluation of the project impact. Monitoring and analysis of the project environment, timely readjustments in portfolio.
  • Travel to project sites required by the project.

2. Ensures provision of top quality technical advice services to UNDP and facilitation of knowledge building and management focusing on achievement of the following results:

  • Ensures quality policy and project reports and knowledge products in the above mentioned focus areas;
  • Provide technical and policy advice on HIV, health and governance/law issues as well as LGBTI and civil society issues to partners as requested;
  • Provide support for developing project website information, success stories, videos and other communication materials;

Required Skills and Experience

Education:

Master’s Degree on Business Administration, International Development, Public Administration, Political Science or equivalent. 

Professional Experience:

  • Minimum 5 years of post Master’s relevant experience at the national or international level in providing technical support to LGBTI, HIV, Human Rights and Governance programming;
  • Hands-on experience in designing rights-based and anti-stigma initiatives and good understanding of development policies and approaches;
  • Experience planning and resource mobilization for HIV and LGBTI initiatives; 
  • Ability to work closely with Chinese officials, governmental and non-governmental institutions, civil society organizations, research institutes, and private sectors;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

Chinese and proficiency in English would be an asset

Evaluation Criteria

  • The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:
  • Technical evaluation - 70%; (includes 20% of Job-Related Technical Expertise; 25% of Relevant working experience; 25% of Methodology & Approach to Assignment)
  • Financial Evaluation - 30%.
