NRC is implementing projects in the North West and South West Regions since 2018. For the first time, all NRC Core Competencies, Education, WASH, Shelter, ICLA and Livelihood and Food Security, will carry out their programs in the NW, SW, West and Littoral regions and there is a significant number of Incidences affecting program activities in all areas of implementation. An HSS Officer will be required in order to ensure compliance with the NRC HSS policy. With a limited number of staff and an aim to give opportunity to young male or female to strengthen their capacity in HSS department, the HSS department requests the recruitment of a HSS Officer in Bamenda to support the HSS Coordinator in Bamenda particularly in areas of program intervention. 

Generic responsibilities

Adhere to NRC policies, tools, handbooks and guidelines Assist with the implementation of the support function portfolio according to plan of action Prepare and develop status reports as required by management Ensure proper filing of documents Promote and share ideas for improvement of the support function

Specific Responsibilities

Be the focal point for all information related to NRC security in your area and report directly to the supervisor Conduct regular security and risk assessments to identify safety and security needs Evaluate existing local security conditions every day, identify security trends and advise Area Manager on issues Giving security briefing to new NRC employees, assessing their knowledge of security issues Train staff in safety and security and provide regular briefings and updates Ensures all staff have completed Operational Security Training (Basic Security Training in the Field and Advance Security Training in the Field) Update the list of employees' home addresses and designate focal points by neighborhood Always be informed of the movements of the field teams in collaboration with the logistics and the program teams Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition Investigate any incident related to safety or accidents in collaboration with the logistic officer, and assist in the drafting of the incident report within 48 hours Provide additional training for gatekeepers in accordance with NRC's Security Operational Plan Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities, or assets Facilitate staff evacuation in emergency situations Liaise with UN agencies, NGOs, and other external actors to gain security information  Execute security-related tasks and any other tasks as assigned by the supervisor

Professional competencies

Bachelor’s Degree in any of the Social Sciences A minimum of 2 years of non-profit or NGO work experience within international humanitarian assistance programs with demonstrated capabilities in planning, organizing, and executing safe operations in the field. At least two years of experience working within a complex and volatile contexts Understanding the humanitarian principles, code of conduct, and specific sub-sector work linked to NGO field and operations contexts. Strong understanding of the South-West and North-West regions: Context, habits and local language Advanced knowledge in communications technology, including, satellite communications, cell phone, etc. Ability to gain a precise understanding of the various local, regional, country and international policies, operational positions and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur. Previous NGO safety and security experience an asset. Fluency in English both written and spoken.
