Malteser International (MI), the worldwide relief agency of the Order of Malta for humanitarian aid, works in more than 25 countries in Africa, Asia and the Americas for people in need, regardless of their religion, origin or political affiliation. Malteser International Americas has been operational in the USA, Latin America & the Caribbean since 2014 and is currently implementing projects in the fields of Health, Relief, Reconstruction & Rehabilitation; Water, Sanitation & Hygiene (WASH), Sustainable Livelihoods, Disaster Risk Reduction and Climate Change Adaption in Colombia, Haiti, Peru, Mexico and the USA. Since 2018, Malteser International Americas has expanded its medical aid activities in Colombia as a response to the increasing influx of refugees from crisis-ridden Venezuela.

To coordinate and manage the implementation of a two-year intervention funded by the U.S. Bureau of Population, Refugees and Migration (BPRM), Malteser International is looking for a motivated

Health Project Manager (m/f/d).

The project seeks to address current health service gaps and strengthen the overall health related services for Venezuelan refugees and migrants (Colombian returnees) in the departments of La Guajira, El Magdalena and El Cesar in the South of Colombia. The BPRM Health Project Manager will provide supervision of the project team and oversee the technical and operational support to the different team leaders in the implementation of planned activities in the field. The Project Manager will be responsible for ensuring adherence to the various quality standards of Malteser International and the donor and will provide continuous support through facilitation of methods and tools. All measures and support provided must take into account the evolution of the global and local context. Additionally, the Project Manager will coordinate and establish synergies with other MIA Project Managers working and act in close cooperation and coordination with the Humanitarian Coordinator Colombia. It is expected that compliance with Malteser International and Donor rules, regulations and guidelines is always maintained.

Responsibilities:

  • Ensure timely planning and implementation of project activities according to approved plans and budgets (monitoring of objectives as well as performance and output related indicators according to the M&E Plan)

  • Elaborate and oversee an adequate medical intervention strategy, including a mental health and a preventive health component in close cooperation and coordination with other MIA health interventions

  • Oversee the provision of quality health care and community-based health education and ensure that international and national standards are met

  • Regularly communicate with local health secretariats in the target locations on project objectives and evolving health priorities and challenges

  • Assist adequate data management, including monitoring tools, health data collection and reporting as basis for intervention strategies and relevant and timely action in close cooperation with the MEAL Focal Point

  • Provide and promote health and nutrition education tools (IEC materials) to ensure accuracy and appropriateness of message, adequacy, and relevance considering the local context

  • Planning, preparation and writing of proper project reports as per donor requirements and adhering to BPRM and Malteser standards in close cooperation with the Humanitarian Coordinator

Qualifications:

  • A Master’s degree in Public Health or related field

  • 5 + years of combined clinical and / or Project Management experience

  • 3+ years’ experience working in humanitarian context

  • Experience managing U.S. government funding strongly preferred

  • Experience managing teams and demonstrated leadership capacity

  • Knowledge of Core Humanitarian Standards

  • English and Spanish language working proficiency
