Qualifications

1. Purpose of the Consultancy
The WHO office in the occupied Palestinian territory seeks a consultant for a period of 6 months (16 February to 16 August 2023) to carry out field research and engagement with communities and grassroots organizations on determinants of health in urban environments of the West Bank and Gaza Strip. Based on findings and engagement, the consultant will draft advocacy reports as the basis for potential city plans to promote right to health and wellbeing, which will include key recommendations for relevant duty bearers at national and municipal levels.
2. Background
WHO’s Right to Health programme in the occupied Palestinian territory aims to promote respect, protection, and fulfilment of the right to health for Palestinians, including through strengthening documentation and analysis of barriers to health access and their impact on health outcomes. Building on previous work focused on urban health in east Jerusalem, this consultancy will contribute to strengthening the evidence basis, community and grassroots engagement, and advocacy messaging and key asks as a basis for work and plans to improve urban health in the occupied Palestinian territory.
3. Planned timelines (subject to confirmation)
Start date: 16/02/2023
End date: 16/08/2023
4. Work to be performed
Output 1: Conduct field research to outline the primary mechanisms for determinants of urban health in two Palestinian cities in the West Bank and Gaza Strip, with engagement of communities and grassroots organizations in the assessment and discussions on urban health determinants and assets.
Deliverable 1.1: Conduct desk-based literature review (including grey literatures and reports) and focus groups with community members, grassroots organizations, and municipal representatives to examine existing systems for municipal health promotion and health governance in two Palestinian cities.
Deliverable 1.2: Compile a draft report synthesizing the findings of desk-based literature review and
focus groups, including draft advocacy recommendations or potential actions for strengthening
health improvement and health governance at municipal level.
Deliverable 1.3: Conduct workshops with key stakeholders, including respective municipalities,
Ministry of Health representatives and community members, to validate the findings of the
assessment and prioritize recommendations/actions for potential inclusion in city health plans.
Output 2: Produce advocacy products for publication/dissemination incorporating key findings of
existing assessments and case studies and work with communities and grassroots organizations to
promote identified health advocacy recommendations.
Deliverable 2.1: Develop key advocacy assets for publication, including stories and infographics,
from a finalized report on urban health and communities and households affected by policies of
demolition and displacement in east Jerusalem.
Deliverable 2.2: Conduct advocacy activities in partnership with affected communities and
grassroots organizations to promote health advocacy recommendations included in the finalized
report on urban health in east Jerusalem.


5. Payment Instalments & technical supervision:
I. First instalment (33%) due on 16 April 2023
II. Second instalment (33%) due on 16 June 2023
III. Third instalment (34%) due on 16 August 2023

6. Specific requirements
Education
Essential: First University degree in public health, related field, or qualitative social science with
experience in the health field.
Desirable: Postgraduate degree in public health, related field, or qualitative social science with
experience in the health field.

Experience required
Essential: Up to 5 years of relevant experience working in qualitative or mixed methods research.
Desirable: NA
Skills/Technical skills and knowledge
Good IT skills
Language requirements
Excellent spoken and written English.
Place of assignment
The consultant will be able to work remotely for the duration of the consultancy.
Medical clearance
Medical clearance is required prior to commencing the consultancy.
