About the Job

Health Field Officer is the focal point for all matters related to the ICRC supported SRCS primary health care program and First Aid and Prehospital Care in his area of responsibility.

The Health Field Officer supports the in the implementation of first aid program and health program activities in the area of responsibility (AoR).

This is a resident/National position based in Garowe.

Duties and Responsibilities

§ Supports the Health Delegate to ensure that health staff at the Somalia Red Crescent Society (SRCS) clinics, under the support of ICRC in Somalia, are providing quality primary health care

§ Supports in the implementation, facilitation and monitoring of the First Aid and Health Programs

§ Assesses priority areas and assists in the development of First Aid new projects and programs

§ Identifies the health needs of a given population, considering vulnerable groups and community coping mechanisms and involvement, in close coordination with SRCS Branch Health Officer (BHO) in the field when required

§ Makes regular field visits to assess, monitor and support the BHOs for PHC program implementation and evaluates the program impact and makes recommendations

§ Participates in regular meetings between SRCS and ICRC teams for elaborate interactions focusing on streamlining activities

§ Coaches and supports PHC/Nutrition SRCS Branch Field Officer (BFO) in implementation of the PHC program

§ Works in accordance with evidence-based health strategies in line with international standards, institutional guidelines, Somalia National Treatment guidelines and delegation priorities

§ Ensures that updated guidelines are implemented and adhered to in ICRC supported health programs

§ Maintains networks with national key stakeholders into Somalia to ensure the efficient implementation of health programs

§ Communicates and reports both internally and externally on the health context and population needs as well as on relevant local security and policy matters

§ Contributes to revisions of health and nutrition databases and guidelines when the need arises

§ Develops and ensure the compilation of Health Care in Danger incidents from the PHC program

§ Updates the Health Delegate on the progress of the programme and submits regular activity reports

§ Contributes to the quarterly health report as well to the annual planning exercise of the department

Minimum qualifications and required competencies

§ University Degree in Medicine or Bachelor of Nursing qualification with sound knowledge on curative and preventive care, reproductive health and Nutrition

§ At least 4 years work experience in a similar field of activity

§ Significant knowledge of hospital management methodologies, including design, implementation, analysis and reporting

§ Fluent in written and spoken English and Somali

§ Team leadership and strong analytical skills

§ Excellent communication skills

§ Ability to work autonomously

§ Good knowledge of the Political, Social and Cultural affairs of the assigned environment

§ Computer proficiency in especially in MS Office suite
