Background

The Global Finance (GF) section is responsible for the development and operationalization of the Centre of Excellence for Financial management and processes in NRC and as such to ensure that NRC delivers high quality, effective and accountable financial management in line with policies, strategies, donor requirements, national legislation, systems, handbooks and guidelines. The section are developing and maintaining the overarching financial strategies for NRC, maintain an overall financial monitoring and analytical function and provide relevant financial advice to the SG and SMG on internal and external trends and issues. The section is also responsible to run and coordinate the NRC annual budgeting process across departments, has the overall responsibility for coordination of all audits of NRC, and is responsible for conducting regular compliance checks and recommend corrective action across the organisation.

The section has two main units: 1. Policy and Control unit and 2. Accounting, Treasury, Payroll, Agresso systems and related tools Unit, where Head of Policy and Control – Global Finance Unit is leading the first.

Role

We are planning to divide the role into two individual positions as team leaders.  The full split of responsibilities will be shared later.

The Head(s) of Policy and Control – Global Finance Unit is accountable for the continuous development of the NRC Financial Handbook and other financial procedures, checklists, tools and guidance across NRC in line with all stakeholders’ rules and regulations. Further the position(s) are accountable for the facilitation of global donor audits, development of financial training materials and provision of technical support, guidance and capacity building related to financial systems, procedures and tools. The position(s) are also accountable for monitoring the financial control regime and its functionality across Departments (specifically FO Regions and P&P Representation Offices) through communication, analysis and compliance checks, and to recommend corrective action if needed.

The Head(s) of Policy and Control – Global Finance Unit is/are responsible for the unit’s adherence to external and NRC policies, guidance and procedures and for the development, follow up and reporting on action plans and budgets according to overall NRC strategic direction.

Further the position(s) are accountable for the facilitation of global donor-audits, development of financial training materials and provision of technical support, guidance and capacitybuilding related to financial systems, procedures, budget and strategy-related work and supplementing tools.\"

Responsibilities

Policies, strategies and guiding documents:

Accountable for the development of policies and strategies related to financial management, risk management, budgeting and funds management. Accountable for the development of the financial handbook and related guiding documents and checklists to reflect the requirements of and demands from all stakeholders.

System and tools development:

Accountable for the technical development of financial management systems, procedures, checklists and tools to ensure a leading role in the sector and accountability to donors and beneficiaries. Accountable for the continuous adaptation of NRC’s financial management systems, procedures, checklists and tools through innovation, in close cooperation with other departments and sections in HO, ROs and COs, donors and NGO partners.

Capacity development and technical support:

Accountable for the development of financial training materials and provision of technical support and guidance related to NRC’s financial systems, procedures and tools across the organisation. Accountable for the provision of capacity development through seminars, trainings and coaching along the technical reporting lines to HO, ROs and COs

Compliance, control, audit and reporting:

Accountable for compliance monitoring related to the application of the financial handbook and relevant guidelines. Accountable for the activation of procedures to obtain approval/rejection of context specific deviations. Accountable for the facilitation of global donor audits across the organisation and support to donors conducting this on a regular or ad-hoc basis. Responsible for financial issues in Due Diligences, Evaluations etc.

Negotiation, representation and networking:

Accountable for the representation of NRC at technical negotiations with donors related to financial systems, procedures and tools. Responsible for the networking and representation of NRC at global technical level ensuring NRC’s access to global debates related to financial management and accountability. Contribute to the identification, development and maintenance of relationships with relevant stakeholders (e.g. donors, UN agencies, NGOs, research- and educational institutions, private sector).

Qualifications 

Professional knowledge and experience with Excel and ERP-systems, preferable Unit 4 Agresso. In-depth knowledge of financial statements and financial statement analysis. Comprehensive educational background and working knowledge of concepts, practices and procedures in relation to accounting, financial controls, procedures and financial information systems. Experience working with and in-depth knowledge of financial donor rules and regulations, especially ECHO, USAID/BPRM, NMFA and SIDA (etc) , and experience with handling and coordination of large donor audits. Experience working on establishing financial procedures and internal control systems for a large organisation/company. Strong experience in presenting and facilitating financial training programmes, and an ability to present complex information to a variety of audiences. Ideally minimum 5 years of relevant Manager experience within financial management
