Introduction

DRC has been operating in Greece since November 2015, supporting the relevant Greek authorities through an integrated programming within reception facilities and access to rights for asylum seekers and refugees. DRC initially established its operation on Lesbos island while since March 2016 expanded its presence in the mainland of Greece, in response to the changing context and the build-up of refugee population in the country. DRC has its Country Office in Athens, while operational capacity is established through Sub-Offices in Attica (Athens), North Greece (Thessaloniki) and Central Greece (Larissa). DRC Greece operation has 320 staff and an annual budget of approximately 24 million EUR.

About the job

DRC Greece is looking to recruit an experienced, highly qualified and enthusiastic professional to lead its programme implementation strategy, countrywide. The Head of Programmes (HoP) has a country focus and ensures quality implementation of its multisector programme within Greece in line with the broader strategies of DRC in Europe, as established by the Europe Regional Office. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. It provides programme leadership and manages the Programme Technical Unit (PTU). The HoP is a Senior Management Team (SMT) member and may represent DRC on behalf of the Country Director to authorities, UN agencies, other NGOs and Partners.

As Head of Programmes, under the direct line management of the Country Director, you will:

· Manage senior technical advisors and provide them with technical guidance and support through regular coordination meetings;

· Mentor team through regular one-to-one supervision and performance appraisals;

· Ensure technical strategies are in place to provide strong rationale for programmatic priorities and reflect the evolving nature of the Greek context;

· Provide technical oversight on program management and quality of implementation to Area Managers and other field-based staff;

· Visit program activities on a regular basis and provide support and feedback to staff and implementing partners on program approaches and methodological issues;

· Maintain links and alignment with DRC Europe Regional Office and HQ counterparts to ensure that DRC Greece programmatic priorities to respond to global learning;

· Oversee roll out of DRC’s partnership strategy and selection, capacity building and monitoring of all DRC partners;

· Represent DRC in all relevant high-level coordination fora as agreed with the CD;

· Maintain close working relationships with counterparts within DRC Europe Regional Office and HQ to ensure strategic alignment and implementational coherence with overall DRC objectives;

· Promote lessons learned and best practices within DRC, to donors and to other stakeholders when relevant in order ensure synergetic programming and cross-program collaboration in Greece;

· Further develop and support in the implementation of the funding strategy in Greece in close coordination with relevant team members under the overal management of the CD.

About you

You have an analytical mindset and you are able to make decisions based on critical analysis at the same time considered the potential risks. Moreover, we also expect the following:

· Minimum 7 years of progressive experience in programme management roles;

· University degree in international development, international relations, human rights, business administration, management, or another relevant field is required;

· Good understanding of displacement issues and related international standards/frameworks;

· Solid project management experience;

· Strong experience in representation, and networking;

· Excellent analytical and strategic skills;

· Proven leadership skills and a competence in people management;

· Significant experience and understanding of institutional fund-raising;

· Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels;

· Understanding of the current context in Greece;

· Full professional fluency in English (Greek language knowledge is an asset);

· Ability to work in a demanding environment;

· Excellent Computer Skills (MS Office, Internet) and an advanced proficiency in Excel are required.

We offer

Contract length: open ended. This is a national position. We can accept international candidates under the condition of obtaining a work permit in Greece.

Band: E management

Designation of Duty Station: Athens. This is a family duty station.

Start date: March 2020.
