NRC is looking for a Head of Programme Support Unit to join the Syria mission. The holder of the position will be responsible for overseeing the cross-cutting thematic team leads (SIP, partnerships), as well as the programme quality support functions of Monitoring and Evaluation (M&E) and Grants management.

 What You Will Do

Manage performance and staff development of the Programme Support Unit.  Initiate the development and embedding of technical guidance documents/SOPs and tools relevant to the Programme Support Unit. Oversight of key Project Cycle Management (PCM) processes, training and support. Ensure all staff training on PCM, safe programming and accountability principles. Strengthening accountability to beneficiaries and community engagement approaches through improving M&E processes and efficient functioning of the community helpline and complaints and feedback mechanism.  Facilitate safe programming initiatives for integrated contextual programme analysis and response analysis, as input to programme design. Oversee the integration of safe and inclusive programming minimum standards into routines, and development and roll-out of CO action plan and self-assessment tool.  Oversight of initiatives and responsibilities as delegated by the Head of Programme.

What You Will Bring

University degree in Project Management, Development Studies, Social science, or the equivalent Knowledge of the context in Syria Knowledge of donor landscape, priorities and conditions Experience of working in integrated programmes Experience from working in complex and volatile contexts Minimum 5 years’ experience in a senior humanitarian position, with line management and project management responsibilities Experience in grants management, M&E systems and approaches, and SIP & accountability mechanisms and frameworks Experience of working on, coordinating or leading partnership implementation Fluency in English, both written and verbal

Damascus, Syria duty station. 12-months contract duration 20% travel, approximately to areas of Operation Senior Grade 10 in NRC’s Salary Scale.
