Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect by armed non-State actors (ANSAs) for international humanitarian norms in armed conflict and other situations of violence, in particular those related to the protection of civilians. Geneva Call is currently focusing its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict and working towards the elimination of gender discrimination.

Role

The Head of Office works under the direct supervision of the Head of Region and is a member of the senior management team of the Eurasia region. S/he works in coordination with country-based Head of Missions who are also under the direct supervision of the head of Region. S/he will contribute to the Eurasia strategy development in collaboration with Head of Region and the field-based Head of Missions. The Head of Office is responsible for the management of regional projects and of an effective and cost-efficient regional liaison office that it is supportive to the country programs and any possible regional programs.

DETAILS RESPONSIBILITIES:

Program development, implementation and monitoring

  • Ensure a conflict sensitive design, implementation, monitoring, review, and evaluation of Geneva Call’s regional programs, in line with Geneva Call programmatic guidelines with a focus on planning and results-based management.
  • Participates in—and provides support to country missions in assessments, planning and implementation of regional activities.

Office management

  • Responsible for the setting and management of an effective and efficient regional liaison office, including the direct line management of positions within that structure; ensures that the regional liaison office includes all the key support functions needed in the Asia region and that it is supportive to the country programs and regional programs.

Leading, managing and developing staff

  • Provides leadership and technical supervision to the regional project officers and support staffs.
  • Supports HR with recruitment, training, development performance appraisal of regional program staff.
  • Facilitates the provision of shared services to countries within the Region.

Security management

  • Ensures that appropriate security measures related to the regional programs are in place and undertaken as appropriate.
  • Manages and mitigate regional risk through monitoring national and regional issues that may impact staff and regional programming.
  • Give high consideration to the principle of conflict sensitivity in coordinating regional program design and implementation.

Advocacy and fundraising

  • Develops a regional stakeholder analysis, engagement plan and works with implementing partners in the region.
  • Builds effective working relationship with regional bodies, the civil society, donors, diplomats and international organization with relevant mandate.

  • Contribute to Geneva Call’s public communication & advocacy effort about the work of the organization in a way that reinforces influence, access and protection response.

  • Ensure that Geneva Call is visible and recognised by regional and country donors as key and indispensable protection actor.

  • Analyse regional and country level public and private donor strategies and identify and create multiyear funding opportunities for Geneva Call’s programming in the region;

  • Establishes areas for possible funding opportunities and develop concept notes and proposals for potential donors as well as costing efforts

Grants Management :

  • Ensure appropriate regional project expenditures are in line with financial plans and compliant with internal and donor procedures
  • Supports in the management of regional grants by planning and controlling the regional grant resources in line with Geneva Call’s grant manager and ensuring compliance with the donor regulations.
  • Ensures the development and submission of qualitative donor grant narrative reports and budgets;

Main qualifications

  • A graduate degree or equivalent experience in international relations/IHL
  • 5 to 7 years of relevant experience in a humanitarian organization working in conflict areas, including in managing teams of at least 2 people
  • Proven track record of field work experience with INGOs in development and emergency contexts
  • Experience of successfully fundraising and dealing with institutional donors and international donors
  • Proven experience in project management including budget, HR, process and report management
  • Excellent English (written and oral);
  • Ability to work under pressure and in conflict‐affected settings, and to handle numerous tasks simultaneously
  • Diplomatic, management, coaching and training skills
  • Strong organisational and reporting skills
  • Experience of remote management of staff
  • Willingness and ability to travel at short notice
