How the Head of Office (HoO), Pakistan fits into the Integrity team

HoO Pakistan will be a senior management role at Integrity, providing leadership across our growing portfolio of work in country and contributing to the wider development of the company’s capability and thematic offers.

Integrity is seeking an experienced professional to take on the leadership of our office in Islamabad, Pakistan. Over the past twelve months, we have successfully registered the company, set-up an office, and grown our in-country team. Current ongoing projects include the Building Disaster Resilience in Pakistan (BDRP) Programme and the Delivering Accelerated Family Planning in Pakistan (DAFPAK) Programme, both of which demonstrate our capacity to deliver high-quality services in fragile contexts.

The Head of Office (HoO), with cross-directorate support, will be responsible for coordinating Integrity’s work on all Pakistan projects; developing new and existing client, account, and consultant relationships; sustaining, identifying and building new business opportunities, and; with direction from Director Operations and Corporate, maintaining a safe and legally compliant operating platform in Pakistan. S/he will liaise constructively with colleagues across our global offices, particularly in London and Washington D.C., to maintain a close, empathetic and mutually supporting relationship.

Terms of Reference

The HoO will be a Senior Services Manager within our Services Directorate. In addition to role-specific responsibilities, the HoO will take on wider responsibilities in programme management and delivery, combining technical expertise with effective project and client management. This will include wider company project development (business development, proposal writing), as well as being part of the Senior Manager group responsible for the implementation of the Services strategy.

A. Project Management & Coordination (35%)

The HoO will play a key role in the management of one or more projects in Pakistan. Depending on the project, the HoO will fulfil Project Director or Project Manager functions where they will be responsible for high quality delivery, on budget and on time, and for maintaining client satisfaction. S/he:

  • Effectively, empathetically and diligently manages relationships with clients, consortium partners and stakeholders more broadly
  • Manages day to day client and consortium contract management.
  • Manages and coordinates internal and external project teams, including senior external consultants, on a day to day basis.
  • Manages the production of project deliverables, delegating as necessary.
  • Manages project risks, implementing mitigations and escalating as appropriate.
  • Oversees operational, logistical and financial management activities for the project in liaison with central operations and finance teams.

B. Leadership of the Pakistan Office (20%)

  • Leads the delivery and ongoing evolution of the Pakistan strategy 2020-21, ensuring alignment with the wider Integrity P2 Strategy.
  • Day-to-day leadership of the Pakistan office. Maintains safe and legally compliant operations and conducts line management of staff (currently two). Works with those under line management to develop their careers, contributing to professional advancement, job satisfaction and personnel retention.
  • Coordinates delivery of the Pakistan portfolio. This responsibility does not replace the established Integrity project leadership model of a Project Director and Project Manager but provides in-country context and support to both roles during delivery.
  • Leads office governance, including chairing weekly or monthly operations, finance and business development meetings.
  • Oversees in-country financial management, including invoicing, sub-contractor payments, annual audit and bank authorisations.
  • Coordinates company response to emergencies in-country.
  • Drives the relationship between the Pakistan office and wider colleagues across all offices – identifying chances to collaborate, streamline or provide support.

C. Representation and Business Development (20%)

  • Represents Integrity with clients, accounts and consultants in Pakistan. Includes attendance at government events and external conferences.
  • Leads business development in Pakistan. Identifies opportunities in-country, provides advice during pre-positioning, matures relationships with current and potential clients, partners and consultants.
  • Reviews all Pakistan proposals to provide contextual input and ensure there is no risk to existing project delivery, registration and/or staff.

D. Technical Design and Delivery (20%)

The HoO will use their technical expertise to support the design of approaches and methodologies on new opportunities and to deliver inputs on contracted projects. The HoO:

  • Contributes and sometimes leads the articulation, development and roll-out of approaches and methodologies, in line with Company Strategy and responsive to market requirements.
  • Leads on, and contributes to, the technical design of new Integrity opportunities, from identification and pre-positioning through to submission, negotiation and inception.
  • Provides constructive quality assurance of technical offers on selected new programmes and/or bids.
  • Performs technical leadership or provides technical inputs to contracted projects, including designing research and MEL frameworks and data collection tools, undertaking key informant interviews and secondary source research, data analysis and report writing
  • Leads and/or contributes to internal and external communications on agreed services, thematics and/or geographies.

E. Thought Leadership and Learning (5%)

The HoO will be part of the Services Senior Management group and will take an active role in supporting Integrity’s corporate development. S/he:

  • Participates in and leads on the implementation of Integrity’s internal learning processes, to enhance Integrity’s approaches and methodologies with a view to promote innovative practices and position the organisation as a thought leader.
  • Works with colleagues to support their professional development in areas of specific expertise or companies, including supporting the development of in-house training materials and delivery of training.
  • Engages with the wider sector through attendance and participation in external events.
  • Participates in and, if necessary, leads the Senior Services Quarterly Meeting that coordinates Integrity’s Services functions and activities.

Your Experience

The HoO will have:

  • Minimum 7 years’ experience working in the international development and/or consultancy sector.
  • Strong programme and project management background, with responsibilities in design and management of work plans, client management and reporting, team management and financial management.
  • Experience leading teams of staff and consultants for the successful delivery of projects.
  • Proven business development experience, including developing partnering relationships and writing proposals for clients/donors.
  • Demonstrable experience working with senior stakeholders in sensitive contexts.
  • Excellent written and spoken English.
  • Good proficiency in Microsoft Office (Word, PowerPoint, Excel).

It is desirable that the HoO will also have:

  • Experience working in Pakistan.
  • Experience working with DFID and/or the FCO.
  • Experience working in fragile and/or conflict affected environments.
  • Urdu language skills.
  • Qualitative and Quantitative research methods.
  • Experience working on key thematics, including: health; education; economic development; security and justice; fragility and conflict; climate, natural resources and environment; and gender and inclusion.
