Background

NRC is an independent international humanitarian organization, with Head Office in Oslo, Norway, working for people displaced by crises in more than 40 countries across the world. NRC has a global workforce of approximately 11000 directly employed staff, including 550 international staff, 300 Head Office staff in Norway and 100 staff in our representation offices. In addition, NRC has approximately 5000 contingency workers and is the direct employer of a substantial number of NORCAP experts on short-term assignments across the world.

Job Purpose

The Head of HR Operations is responsible, on behalf the Global HR Director, to take a lead role in the development, maintenance and implementation of HR policies, frameworks, standards and tools and to develop mechanisms for continuous improvement to ensure HR remains agile, efficient and relevant.  This needs to be supported by building a culture and practice of good people management and duty of care through the provision of high-quality advice and guidance on the implementation of NRC People policies.

The role will provide strategic leadership to the HR Operations Unit which provides high quality support and advisory services delivering across the areas of duty of care, compensation and benefits, employee relations and organisational design. The team will work to develop strong relationships with Regional Heads of HR and other key stakeholders to be trusted partners in relevant, responsive and solution orientated services. 

What you will do

Work with the Global HR Director and Regional Heads of HR to contribute to developing the global strategy and roadmaps related to people strategy, ensuring that NRC people policies are designed to support NRC in the delivery of our mission and relevant legislation Work with the Global HR Director as strategic lead in the defined thematic areas of duty of care, compensation and benefits, employee relations and organisational design. Drive the development, implementation and maintenance of policy and processes to ensure they reflect best practice, are aligned to business needs and ensure an efficient HR approach in NRC country operations Build effective HR business partner relationships across NRC, acting as trusted advisor to stakeholders, ensuring consultation and collaboration in the review, development and implementation of HR policy and supporting systems  Lead and manage a team of specialist advisors across the defined thematic areas to ensure close ways of working and alignment in providing a holistic and consistent approach in the implementation of HR policies and people management practice Develop a service culture within the team, including identifying and implementing initiatives for continuous improvement in the effectiveness and efficiency in HR policy and people management processes Advise and guide as needed to provide solutions in complex cases, derogations to policy and in the development of context specific solutions Work with the team to develop community of practices in thematic areas, building capacity, sharing knowledge and updates and facilitating inter regional support and working Work as part of the management team on strategic and operational initiatives Lead the collaboration forum with Regional Heads of HR to ensure effective two way communication, a forum for learning and sharing and developing collective best practice

What you will bring

Senior level generalist HR experience across a range of disciplines with knowledge and understanding of organisational development and cultural change Minimum 5 years of relevant experience within the humanitarian field including line management and preferably field work Experience from working in complex and volatile contexts Fluency in English, both written and verbal, knowledge of French, Spanish or Arabic would be an advantage.
