Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

Second-level university degree in law, economics, planning, development, environmental studies or related fields; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree Work experience in the fields of international or business development, economics, environmental governance or equivalent Excellent communication, interpersonal and analytical skills

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in law, economics, planning, development, environmental studies or related fields; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree Work experience in the fields of international or business development, economics, environmental governance or equivalent Excellent communication, interpersonal and analytical skills

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience in one or more of the following areas: good governance, anti-corruption, anti-trafficking and/or related sectors, including at least 3 years at the management level relevant to the actual position.

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

Professional fluency in English, with excellent communication and drafting skills; Extensive experience with strategic planning and programme management; Ability and willingness to work respectfully and effectively in a very diverse team and professional environment; Demonstrated ability to develop and sustain functional professional relationships with international and national partners at all levels; Ability to operate Windows applications including word processing and email.

Desirable:

Previous experience in working for national or international organizations Experience working in an international field missions Experience working with developing or transitional economies Work experience in South-Eastern Europe.

Tasks and Responsibilities

Under the supervision of the Deputy Head of Presence, in frequent direct consultation with the Head of Presence and in line with the Presence’s mandate, as well as OSCE commitments, the incumbent is responsible for shaping and driving the programme to support the Albanian reform agenda regarding the areas of good governance, economic and environmental development. This includes leading the team responsible for implementing the programme,

In particular, the incumbent:

Overseing the development of the department’s annual programme, projects, budget planning and expenditure in line with a medium- term strategic vision Driving project implementation and monitoring its results while identifying risks and mitigation strategies in due time; Providing leadership and managing the performance and development of the Department Ensuring high quality reporting and briefings to internal and external stakeholders as required Maintaining contact with relevant academic and research institutions to ensure the incorporation of cutting edge research in the department’s work Developing and maintaining professional and effective partnerships with relevant national and international stakeholders Leading the public communication on governance issues, representing the Presence in relevant fora and contributes to the positive visibility and image of the Presence in Albania Contributing to national and OSCE strategies and policies in the field of responsibility Engaging in fund raising for extra-budgetary projects developed by the department Acting as advisor to the Head of Presence on issues relating to the department’s portfolio; Performing any other duties as required
