KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the WFP Representative/Country Director the incumbent performs of the following duties:

Finance

  • Support corporate finance and resource management strategies and major ongoing programmatic initiatives, participating where appropriate using finance and resource management expertise.
  • Analyse and report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with.
  • Monitor and analyse, in coordinaton with Budget and Programming Unit, budgets for new and ongoing projects according to established corporate procedures and requirements.
  • Perform bank reconciliations, disbursements, clearance of receivables, overall cash management and monthly financial closures on a regular basis in accordance with corporate requirements.
  • Contribute to the delivery of financial controls and insight into WFP performance, undertaking periodic risk and internal control assessments to identify areas which may present potential audit, compliance, or financial risk.Collate and analyse data for the preparation of accurate and timely reporting, in order to provide management with financial, accounting and budgetary information to enable them to make informed decisions.
  • Track and analyse data to identify opportunities for improvements to policies, systems and procedures in order to minimise financial risks, improve the efficiency and effectiveness of operations, and ensure services are aligned with business objectives.
  • Provide the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules, and regulations.
  • Provide guidance to internal stakeholders regarding internal control and enterprise risk management (ERM)
  • Act as a country office focal point for different risk management activities including audit and investigations, or risk register review.
  • Represent unit/CO at internal meetings, external meetings and events with other UN agencies, banks and other financial institutes, or other partners and entities as required.
  • Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy food and needed resources to affected areas at the onset of the crisis. Participate in technical working groups ensuring functional participation in various cross-functional discussions on CBT related procedural and business process requirements at Country Office.
  • Participate in CBT related risks analysis of WFP operations with an objective to identify and address organizational exposure to risks, collection and dissemination of lessons learnt.
  • Conduct Macro-Financial Assessment for the Country and Micro-Financial Assessment of Financial Service Providers when necessary.
  • Conduct Financial Capacity Assessment of Cooperating Partners and advise on possible risks and propose mitigation actions in line with WFP Financial Resource Management Manual.
  • Support Programme Unit with regards to Financial Management of projects implemented in Partnership with NGOs.

Administration

  • Manage the existing resources in the area of responsibility (e.g. WFP managed facilities, assets, fleet and travel management, etc.) and estimate new requirements aiming at efficiency, cost effectiveness and timeliness of operations and services.
  • Facilitate the compliance of the services provided (e.g. WFP managed facilities, assets, and travel management, etc.) with the corporate Occupational Safety and Health Policy and contribute to the provision of recommendations to the management on improvements/changes.
  • Build and maintain the partnership with WFP stakeholders, other UN agencies and local government offices.
  • Develop annual plans, contribute to longer term strategies and improvements to policies, systems, and procedures to ensure services provided support WFP strategic objectives and are in compliance with corporate policies, standards, regulations and processes.
  • Carry out complex data analysis to provide management and clients with the accurate information and reports for efficient planning and decision-making.
  • Give support and organize trainings and workshops for WFP staff and partners.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.

Coordination/UN Reform

  • Represent WFP and participate actively in the UN Operations Management Team and other interagency meetings.
  • Share relevant information with colleagues and ensure implementation of decisions taken by the heads of the agencies.
  • Participate in relevant Business Operations Strategy (BOS) Technical Working Groups and contribute for successful implementation of planned activities.
  • Collect operational data and provide to OMT Chair / BOS Technical Working Groups on joint services as per established schedules and when requested.
  • Actively facilitate and implement activities planned under BOS in WFP Country Office in close coordination with WFP CO concerned units, Regional Bureau and Headquarters.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an international recognised professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accountants (ICPA) or equivalent.

Experience:

  • At least five (5) years of progressively responsible postgraduate professional experience in finance.
  • Business Administration or any other related fields.
  • Experience in reviewing and analysing financial statements.
  • Experience in implementing accounting and internal control processes. Experience in administration and managing IT/TEC is an advantage

Knowledge & Skills:

  • Knowledge of risk management approaches and internal controls.
  • Familiarity with budget management, business planning, and forecasting discussions on a programme- wide level, integrating financial resource information from a portfolio of projects to analyse effectiveness and financial viability.
  • Ability to analyse relevant financial data and produce high quality formal reports in English.

Language:

  • Fluency (level C) in both spoken and written English and Tajik or Russian.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Previous experience working with Cash Based Transfer intervention in the humanitarian sector is desirable
  • Experience in implementation of Cash Based Transfer in emergency operations is an advantage
  • Experience in contributing to the development of financial risk management policies and procedures on embedding value for money through advice on financial assessment, reporting and accounting
  • Knowledge of UN system, standard software packages and systems, financial policies, rules, regulations and procedures is an added advantage
