JOB SUMMARY

Under the leadership of the Director General, the Head - Human and Social Division is responsible for providing a comprehensive vision and strategy to drive the division’s work. As a critical member of the Leadership Team, the incumbent will be accountable for ensuring the successful implementation of the Commission’s overall strategic plan.

The incumbent will lead the development and implementation of a cohesive plan towards realising the objectives of the Revised Treaty of Basseterre through programmes and thematic areas such as Education, social development, and health.

The role will create an environment of trust, open communication and innovation in which teams can be developed and engaged.

KEY DUTIES

Develop and implement plans that advance the Commission’s Strategic Plan in education, social development, and health. Act as a key member of the Leadership Team responsible for the overall development and implementation of the Commission’s strategic goals. Recognise and develop strategic relationships to create effective partnership opportunities that benefit OECS member states. Lead resource mobilisation efforts to develop and advance programmes to support the Commission’s strategic plan. Apply innovative approaches in the development and implementation of programmes which contribute to building best-in-class brand and performance for the OECS Human and Social Development Division. Identify best practices within the Human and Social Division sphere and, using sectoral data, research, and trends, provide expert advice and guidance to the Director General, his office and the Leadership Team on plans which may impact the work of Human and Social Division, Commission and Member States. Develop high-performing teams by acquiring, developing, and engaging talent. Act as a coach and mentor for Human and Social Division employees. Working closely with Leaders, Functional Supervisors and Social Development partners at the national and sub-regional levels to coordinate and implement strategies and plans for the advancement of Human and Social Development in the OECS Member States. Apply results-based management approaches to effectively monitor and evaluate the use of resources within the Division. Assist the Director General with the programming, implementation, and coordination of technical cooperation programmes, including project preparation and preparation of project audits. Lead the delivery of transformation initiatives within the commission and support employees to realise the change. Assist in developing policies and procedures with key stakeholders to support strategy implementation. Perform other duties and responsibilities as may be assigned from time to time by the Director General.

EXPERIENCE AND KNOWLEDGE

At least 10 years proven experience in a senior leadership position. Solid experience in leading and developing high-performing teams Subject Matter Expert with at least 15 years of technical experience in one or more of the areas of responsibility Minimum qualification of a Master’s Degree in a relevant discipline Applies expert knowledge and broad understanding of multiple disciplines within technical space. Evaluates current and creates new and innovative functional strategies, process and tools. Ability to challenge and influence at all levels. Excellent negotiation and decision-making skills. Ability to analyse problems and recommend workable solutions. Positive and pragmatic approach to achieving results Some knowledge of the operations of key international and regional multi-lateral institutions and development agencies of importance to the OECS. Solid experience managing multi-stakeholder and/or intergovernmental fora. Excellent written and verbal communication skills across multiple levels.

JOB LOCATION

The OECS Commission is headquartered in Castries, Saint Lucia. The position of Head Human and Social Division is stationed at the OECS Commission headquarters. All nationals of OECS Member States: Antigua and Barbuda, Commonwealth of Dominica, Grenada, Montserrat, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Anguilla, The British Virgin Islands, Martinique, and Guadeloupe are encouraged to apply.

BENEFITS

The position is on a fixed-term establishment. Salary will be commensurate with qualifications and experience, and exempt from income taxes. In addition to the basic salary, this post attracts allowances.

The incumbent will be eligible for membership in the Organisation’s non-contributory Group Health and Life Insurance Scheme.
