The position is part of the Division of Human Resources (DHR), whose mission statement indicates that DHR is a strategic, trusted and innovative partner in enabling UNHCR to protect and respond to persons of concern by attracting, motivating, retaining and developing a talented, diverse and agile workforce, while nurturing a culture of excellence, respect and wellbeing for all.

The Head of Partnership and Outreach Unit will contribute to provision of leadership and strategic direction for UNHCR's Talent Mobilisation Strategy in the area of affiliate workforce and Global Outreach. The incumbent will function under the direct supervision of the Chief of Section - Affiliate Partnerships and Recruitment Section (APRS) - and will ensure the effective management of the Unit which oversees the talent outreach strategy, strengthening UNHCRs capacity to source and attract the global talent, UNHCRÂ's Employee Branding Proposition (EVP) as well as the partnership and affiliate schemes that source and deploy over 4,000 affiliates globally. As part of the HR strategy, partnerships have been identified as key areas for sourcing talent. In order to achieve the objectives of bringing necessary new resources to the Organization, the incumbent develops and strengthens strategic partnerships and manages the different affiliate modalities. S/he will have close working relationships with other Units within APRS, Sections within the Division of Human Resources (DHR), Legal Advice Section (LAS), other HQ Divisions, Bureaux and Field Operations. She/he will also maintain regular contact and close cooperation with external counterparts and will contribute to building and maintaining partnerships with a broad range of affiliate partners, including but not limited to UNOPS, UNV, other UN agencies, governmental agencies, NGOs, educational institutions and private sector organizations.

Duties

  • Develop and strengthen long-term partnerships with governments, UN agencies, private sector, foundations and educational institutions.
  • Leverage the capacities of current partnerships in order to build long lasting ones that go beyond resources expanding to advocacy, communications, and public engagement.
  • Collaborate with key stakeholders, develop new partnership agreements to receive deployees, secondees and fellows.
  • Liaise with relevant parties (HQ Divisions, Legal Advisory Services, Operations, Partners) on policies, rules and global entitlements matters for coordination, and update relevant instructions to reflect effective and accountable use of affiliate workforce personnel.
  • Monitor effective use of affiliate workforce and compliance with relevant rules, regulations and agreements.
  • Develop policy, provide advice and support to HQ Divisions, Bureaux and field operations in the management of affiliate workforce.
  • Participate in various working groups and coordination meetings in relation to the use of affiliate workforce personnel.
  • Ensure that reliable and up-to-date data and statistics on UNHCRÂ's affiliate personnel are available at all times.
  • Promote training and capacity-building support for affiliate workforce personnel from a global UNHCR workforce strategy perspective.
  • Effectively communicate and integrate UNHCRÂ's Employee Value Proposition internally and externally through branding and outreach campaigns.
  • Develop and implement communication and outreach strategies aiming to promote UNHCR as an employer of choice.
  • Design strategies to source candidates for critical positions, including leadership, in collaboration with the HR Talent Acquisition and Reassignment teams.
  • Identify solutions including campaigns to reach under-represented and diverse candidates.
  • Oversee UNHCRÂ's employer branding, develop strategic content to place on job boards, social and print media and other channels to increase the quality and quantity and reach of prospective candidates.
  • Expand talent networks and collaborate on an inter-agency level sharing practices and keeping up to date with new developments in the area of outreach.
  • Represent UNHCR at online and in person career and job fairs and networking events. Perform other related duties as required.

    Minimum Qualifications

    For P4/NOD - 9 years relevant experience with Undergraduate degree; or 8 years relevant experience with Graduate degree; or 7 years relevant experience with Doctorate degree

    Relevant Job Experience

    Essential

    Minimum 8 years of previous relevant work experience at professional level of which 5 years should be in an International capacity. Knowledge of UNHCR's relevant policy and procedures and capacity to liaise with multilateral counterparts, including external partners. Demonstrated excellent knowledge of human resources principles and best practices specifically in the field of managing affiliate workforce. Relevant experience, ability, and judgment to conceptualize, design and implement effective and innovative talent outreach and mobilization strategies to meet the workforce and diversity objectives of UNHCR. Excellent written and oral communication skills, strong interpersonal skills and the ability to interact effectively and independently with staff and managers at all levels.

    Desirable

    Working experience using an ERP software. Good knowledge or appreciation of UNHCR/UN field operational realities, including working experience in hardship duty stations.
