About the role

This is a 12 month (renewable) role with unaccompanied terms based in Ndjamena, Chad with 20-30% of the time scheduled and spent in the Programmes areas (Sila and Lac), with a salary Grade 2 €35,087 – 38,986.

You will report to the Programmmes Director and you will liaise with the Country Director, Systems Director, Area/Program Coordinators, M&E Manager, Consortium Coordinator, Program Managers, the Advocacy, Communication and Accountability Manager, Desk Officer (HQ) and other key staff.

We would like you to start in June 2021.

Your purpose:

The purpose of this position is to support programme teams to ensure high quality programming and learning, in particular on grant and information management – from proposal development to final reporting, developing case studies and preparing project/programme communication briefs. Your purpose will also be to support the development of the gender approaches and strategy for Concern Chad.

Main duties include, though not limited to:

Grant and Information Management

  • Support overview and maintenance of all grants, donor requirements, rules and regulations, and internal and external deadlines, and continuously improve internal grant management systems.
  • Support the development of donor applications, as well as ensuring donor compliance and quality control. Support the preparation of project concept notes, proposals, stakeholder analysis and logical frameworks as an integral part of any new programme planning process.
  • Liaise with Program Director and Country Director with regard to queries raised on reports/proposals/documents submitted
  • Be updated on donor priorities and track and share relevant calls for proposals.
  • With support from the AC and PM, take the lead in all reporting process (internal, for authorities and for donors), ensuring adequate planning, and that deadlines are met and maintain a donor reporting schedule for the country team
  • Ensure version control of documents and filing of final HO, donor, and M&E reports and proposals.
  • Ensure that Concern’s Grants Management System (GMS) is regularly updated.
  • Ensure the French/English translation and distribution of appropriate reports, policies and documents within the team.
  • Contribute to information sourcing and collect as required to support and orient programming and programme design – draw this from Concern SAL, other Concern fields, other agencies operating in Chad, ministries, donors etc.
  • Ensure that lessons learned are captured and properly documented and archived by participating to regular project/programme reviews.

Gender activities

  • In collaboration with other key staff, provide support in developing gender approach for Concern Chad.
  • Develop a mapping of all the key actors gender related issues and the services they provide in Chad
  • Review, adapt and support the implementation of the gender road map for Chad Concern
  • Contribute to the development of a Gender Strategy for Chad Concern and work with N’Djamena, Goz Beida and Bagasola teams to set short, medium and long term targets
  • Work with Goz Beida and Bagasola sub bases to ensure that Gender Working groups are active, Gender Champions are appointed and that action points are being implemented
  • Provide support to systems and program department to ensure better inclusion of Gender in all aspects of Concern work in Chad.
  • Provide support to recruitment and other human resource processes, particularly in relation to the recruitment of female interns, in working to improve gender equity in the Concern Chad staff
  • Provide support to ensure that the Concern Chad workplace is sensitive to the needs of all genders
  • Support program teams in the reinforcement of the Concern Code of Conduct and Associated policies.
  • Undertake other related duties as may reasonably be required by the line manager

M&E and Program Quality, Accountability and Learning

  • Support the M&E Program Manager in dissemination events to share learning from our research component of the program.
  • Support M&E team to ensure that all tools and indicators are gender sensitive.
  • Promote the use of Gender Transformative Dialogue and activities in programmes and proposals where suitable and possible.
  • Support the Program Director and M&E Program Manager in quarterly program reviews, ensuring that all bases are implementing their gender roadmap / following the gender strategy.
  • Contribute to documenting of learning related to all cross-cutting themes of the programs to further encourage the mainstreaming of gender/equality, protection, disaster risk reduction, conflict, HIV and environment activities.
  • Produce and improve existing program maps and visualizations for the better comprehension of our intervention zones.

Communication and Advocacy

  • Assist the Communication and advocacy Manager and program staff in communication initiatives through the development of a Concern Chad Advocacy approach and the documentation of relevant aspects of our program work including organising photos and video while ensuring compliance with the Dochas Code of Conduct on Images & Messages and GDPR regulation via the Fair Processing Notification process.

Other

  • Attend meetings with programme partners; government authorities, donors, NGOs, UN agencies and programme participants as required.
  • Represent Concern externally, particularly at the GBV Sub-Cluster, or any relevant coordination mechanisms, including the weekly Humanitarian Forum and national Cluster.
  • Provide support, as required to the programme team to ensure Concern is meeting the CHS engagements.
  • Any other duties as required in country by your line manager.

Confidentiality

  • Ensuring the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties
  • Ensuring strict guardianship and security of financial data and documents at all times, including secure storage, accurate & complete filing and limiting access to the finance office to authorised personnel only
  • Ensuring strict adherence to Concern Chad Financial Procedures and Fraud Policy and remaining within the boundaries of these policies at all times

Your skills and experience will include:

  • Relevant graduate qualification in management, social science, humanitarian projects management or related subjects;
  • At least four (4) years’ professional experience with two (2) years in sub-grants development, grants management, or proposal writing and minimum of two (2) years working in international development
  • Experience of grants management (e.g. with institutional humanitarian and development donors).
  • Good knowledge of Program Cycle Management.
  • Solid understanding of donor regulations and procedures pertaining to grants management cycle and grants management;
  • Demonstrated ability to perform complex tasks and to prioritize multiple projects;
  • Proven records maintenance and database management skills;
  • Willingness and ability to travel to the field and field experience working for an INGO
  • Speaking, writing and reading fluency in French and English.
