At this very moment, PIN is undergoing a process of strategic repositioning and organisational strengthening in an effort to regrow the Country Programme (CP) and to adjust to new developments in the country. Driven by our new two-year strategy, the CP is looking to double-down efforts to develop an offer to IDPs, Returnees, Youths and those marginalized from social protection structure that will assist them in moving from a position of protracted humanitarian need.

People in Need is aware of the deteriorated security situation in the country, change in power dynamics in the north of Afghanistan as well as rising food and livelihood insecurity amongst Afghans, the highest since 2001. In response, PIN is strengthening its humanitarian portfolio and already delivering humanitarian assistance in urban areas of Mazar-Sharif and Kabul. At the same time, the Programme team is currently making a great effort to access and develop humanitarian programming in rural areas of Balkh Province and other northern provinces, to enlarge cooperation with humanitarian partners and clusters, build strategic partnerships, while ensuring that humanitarian programming goes hand in hand with development assistance and supporting people’s long-term needs.

Purpose of this engagement

With guidance and supervision from the Head of Programmes, the Grants Development Officer for Humanitarian Projects will be responsible for project development for humanitarian portfolio of PIN Afghanistan. In close coordination with HOP, s/he will lead (1) the project development of humanitarian projects; (2) support positioning, networking and building of partnership in the humanitarian field; and (3) develop standards for accountability to affected persons (AAP), protection mainstreaming and inclusion for people with disabilities (PWD) in humanitarian projects. The position reports to the Head of Programmes, working closely with Deputy Head of Programmes and MEAL Manager, and acts as a key liaison between mission departments in the development of humanitarian concept notes, proposals and cluster reporting.

Scope of support

Representation, Coordination and Business Development

  • Proactive representation at and engagement with strategic clusters (FSAC, ES/NFI, EiE, Protection, CVWG) including consistent attendance, synthesizing information, analysing key cluster priorities, identifying strategic entry points for PIN to add value and grow its reputation and humanitarian portfolio
  • Proactive networking with key emergency response and humanitarian assistance actors to identify entry points for PIN and access or establish consortia for BHA and other institutional humanitarian donor opportunities
  • Build and maintain PIN Afghanistan’s institutional understanding and knowledge management of the humanitarian landscape in Afghanistan and horizon scanning for emerging programmatic and funding trends and opportunities

Project Development and Humanitarian Fundraising

  • With support from HOP and DHOP, and in coordination with relevant stakeholders such as clusters and partners, lead development of concept notes, proposals and capacity statements, briefs and assessment reports for humanitarian projects.
  • Coordinating the development process with all relevant departments (programmes, MEAL, finance, logistics, HR), including designing logical frameworks, setting realistic and measurable targets/indicators, partnership documents, and developing narrative proposals & budgets.
  • Design assessments that align to PIN AFG Strategic priorities and identify needs and transformative entry points and prepare position briefs that will advance PINs position as a partner of choice for humanitarian programming (Key Informant Interviews, Emergency Needs Assessments, (Emergency) Market Assessments, impact assessments, needs overviews, etc.).
  • Design emergency response and humanitarian assistance projects in line with PIN quality standards, demonstrate innovation, value for money and align to the strategic objectives of funding agency/cluster/HRP.
  • Should a new or increased humanitarian crisis occur, work with HOP and DHOP in evaluation of PIN’s potential role and lead on developing project concepts and proposals that will achieve this.
  • Close coordination with the CD and HQ Security Advisor and the in-country Security Manager on any potential programming, new locations, access needs and potential risks etc.

Humanitarian Quality Standards

  • Strengthen PIN AFG approaches to AAP, Protection Mainstreaming, inclusion of PWD, and inclusion of those that are socially marginalised or marginalised from receiving humanitarian assistance, at all stages of the project cycle.
  • Work with MEAL team to strengthen humanitarian assessment approaches that align to the PIN AFG Strategic Priorities
  • Participate on humanitarian kick-off and monthly review meetings to provide advisory on assurance of PIN and Core Humanitarian Standards, including AAP, Protection Mainstreaming, PWD, and make recommendations for QA mechanisms to be established.
  • Develop a suite of reporting/positioning templates that will enable PIN to efficiently report to strategic actors on our work, or analysis of emerging and current humanitarian crisis, and our proposed, planned or current response.

Programme Support

  • Close coordination with the CD and HQ Security Advisor and the in-country Security Manager on any potential programming, new locations, access needs and potential risks etc.

Deliverables

  • Up to 3 humanitarian proposals submitted
  • New approach papers for AAP, Protection Mainstreaming and inclusion of PWD for PIN AFG Humanitarian Projects
  • Building relationships and securing membership of a consortium for BHA funding

Person Specification

Essential

  • 2 years field experience in developing humanitarian project development and fundraising in Afghanistan
  • At least 5 years’ experience in the emergency and humanitarian assistance sector including project development and delivery
  • Substantive experience designing ER, HA and durable solutions projects/programmes for key strategic donors including BHA (OFDA), ECHO, AHF in line with project cycle management standards
  • Demonstrated applied understanding of protection mainstreaming, AAP, gender and social inclusion
  • Strong verbal and written communication skills, including proven ability to write persuasively
  • Excellent knowledge of written English required;
  • Proven success in fundraising efforts and securing emergency and humanitarian funding; understanding and ability to interact with the UNOCHA Cluster system
  • Team player and willingness to contribute to the strengthening the country programme
  • Sound professional judgement

Advantage

  • Good understanding of one or more technical aspects of humanitarian delivery e.g. EIE, Protection, Shelter
  • Knowledge of all stages of programme cycle management and quality standards in humanitarian programming is an advantage;
  • Proven understanding of access considerations and how to build these considerations into fundraising efforts and project design
  • Deep understanding of and proven adherence to Core Humanitarian Standards and ensuring their integration into all aspect of project design, start up, implementation, close and post-implementation monitoring
  • Proven understanding of duty of care and safety and security considerations in fragile and conflict affected contexts.
  • Knowledge of Alliance2015 consortium members’ policies and practice

Desired

  • Experience of working in Central and Northern Provinces of Afghanistan and familiarity with current situation
  • Have had prior HEAT training
