Overview of the Position:

DAI seeks a highly organized and capable Grants and Administration Director with excellent communication, analytical, and managerial skills to lead and support a variety of tasks for its USAID Responsible Investment and Trade Activity (the Activity) in the areas of grants and technical subcontracts and back office operations. The position will oversee the implementation of the Activity’s USD 3.8 million Investment and Technical Assistance Facility (ITAF), which is a mix of grants under contract, performance-based subcontracts and purchase orders, training, and other trade and investment facilitation tools. The position is also responsible for the oversight of all back office operations, including finance, human resources, administration, procurement, information technology, and overall compliance with DAI policies and procedures and USAID regulations. The position oversees approximately eight staff.

Roles and Responsibilities:

Under the Chief of Party, the Grants and Administration Director’s main responsibilities will include:

· Oversee innovative ITAF grant and procurement mechanisms that support the Activity’s technical approach and private sector engagement strategy.

· Manage the entire ITAF grant design and management cycle, ensuring full compliance with the Activity’s Grants Manual, DAI Field Operations Manual, and USAID rules/regulations.

· Provide training and guidance to all Activity staff involved in the grant cycle, including ITAF, technical, monitoring and evaluation, and communications staff.

· Participate in review of all ITAF procurements, ensuring overall compliance with the process.

· Support monitoring and review of ITAF grants and subcontracts, ensuring progress against targets, completion of deliverables, and budget tracking.

· Build staff capacity, both technical and operational team members; design procedures that strengthen collaboration between technical and operational teams and build efficiencies.

· Build organizational capacity of ITAF private sector beneficiaries to meet USAID compliance requirements.

· Support the Director of Finance and Operations to oversee all back office functions, including finance, human resources, operations, procurement, administration, and information technology (IT). Ensure the maintenance of administrative records, including project procurement, recruitment, and finance documentation.

· Support the Director of Finance and Operations to ensure project internal controls are established and implemented in accordance with the DAI USG Field Operations Manual, USAID rules/regulations, and the terms of the contract. Establish additional project guidance or policy deviations for operations, as needed and in collaboration with the home office.

· Support the Director of Finance and Operations to oversee operations and finance staff, and support the ITAF Manager to oversee grants and technical procurement staff.

· Provide other support to the Chief of Party and Director of Finance and Operations, as required.

Qualifications:

· Master’s degree in political science, international development, business administration, or a related area is highly preferred.

· Ten years’ experience managing international development projects, with at least five years’ experience managing USAID contracts and implementing grants under contract programs.

· At least three years management experience.

· At least two years previous field experience.

· Familiarity with DAI systems, policies and procedures preferred.

· Ability to work efficiently and deliver high-quality deliverables within the time allocated.

· Excellent communication skills.

· Excellent personal organizational and time management skills.

· Excellent analytical, problem solving, and critical thinking skills.

· English fluency is required.

· Ability and interest to travel to and within Myanmar as required.

The expected duration is through July 2, 2025. The position will ultimately be based in Yangon, Myanmar or Bangkok, Thailand once mobilization is possible, with remote work in a nearby time zone until then.

The USAID Burma Responsible Investment and Trade Activity is a five-year (2020 – 2025) activity that will work with a broad range of international and domestic private sector firms and civil society actors to promote civilian ownership of the Myanmar economy by increasing the share held by responsible, accountable, and transparent firms. Through the Activity, USAID will increase trade and private sector investment.
