Job Overview:

The purpose of the Government Liaison Officer is to support strategic management of relationships with government institutions and individuals, primarily to support administrative procedures and documentations that enables NRC programming and operations in NRC’s Country Office and Area Offices.

Generic Responsibilities:

Implement NRC’s systems and procedures at area level Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements Prepare and submit reports and analyses internally and externally as authorized Ensure proper filing of all supporting documents Support line managers in procedures and require support team trainings Management of support team Ensure development and implementation of administrative systems and procedures Ensure adherence to NRC policies and the government rule and regulations in all processes and procedures Coordinate with relevant stakeholders, partners, suppliers, authorities, lawyers, line Ministries etc. Systematically build and develop relationships with relevant government agencies.

Specific Responsibilities:

Maintain amicable relations with relevant line ministries to facilitate the routines operations of NRC’s program. Attend meetings and represent NRC on government official issues as focal point. Follow-up with Ministry of Economy in order to obtain a new project registration letter and introduce the project to provincial level. Ensure agreements and project letters (as well as other documentation, including project introductory letters, reporting, other correspondence) and their fulfilment by both NRC and corresponding agencies, in a manner in line with principled humanitarian action, in the best interests of our beneficiaries and our donors. Follow-up at Ministry of Economy to obtain tax exemption letter for NRC’s all international purchases. Facilitate the process of obtaining telecommunication licenses and coordinate with Ministry of Economy as well as Ministry of Interior and Telecommunication to renew the licenses on time. Obtain vehicle registration and renewal letter from Ministry of Economy and facilitate the process of vehicle registration at Kabul – traffic department with coordination of NRC fleet in charge. Process road passes and armored vehicles licenses at Ministry of Economy as well as Ministry of Interior with coordination of NRC security and fleet departments. Follow-up with Ministry of Economy on the progress of annual and semi-annual report of NRC to government levels.  Ensure external contacts of NRC with Embassies and facilitate international staff on obtaining their travelling visas. Establish contacts with international NGOs, partners, suppliers etc. to share knowledge, challenges, experience between each other. Any other tasks assigned by line manager.

Generic Professional Competencies:

University education, in Business Administration or related field preferred. At least five years’ experience in government relations and Administration with INGOs and UN Agencies. Fluency in English language and local languages (Dari and Pashto).

Context/ Specific skills, knowledge, and experience:

Strong understanding of organizational dynamics in government institutions with interest in displacement issues High level of applied understanding of Afghanistan NGOs law and guidelines, labor law, Afghanistan visa regium and other relevant legislation Strong interpersonal skills and application of expected or formal protocol
