Position Summary:

Creative Associates seeks a Governance and Community Engagement Coordinator for an anticipated Task Order (TO) BRICC-EDU USAID Syria Education Project under the USAID's Building Resilient and Inclusive Communities in Conflict (BRICC) IDIQ contract. The TO aims to strengthen Syrian communities and foster stability by expanding access to education and vocational training and increase learning opportunities for out of school children and youth interested in returning to accredited or certified education opportunities that help them to transition to school or work.

The Governance and Community Engagement Coordinator is to be based in Amman, Jordan and will be an expert on the complex social, political and economic dynamics of the Kurdish-controlled northeast region of Syria, specifically the Raqqa, Deir Ezzour and Al-Hassakeh provinces. The Governance and Community Engagement Specialist will liaise with government and civil society stakeholders in education policy and governance in northeast region of Syria. Lastly, the Governance and Community Engagement Specialist will provide support to programmatic management and implementation, while also providing technical expertise to project activities.

Reporting & Supervision:

The Governance and Community Engagement Coordinator will report directly to the DCOP.

Responsibilities

Primary Responsibilities:

  • Facilitate a process with governments and other stakeholders to map and review existing education policy frameworks, especially for access to, quality instruction for, and better management of primary and secondary schooling.
  • Work with government agencies to provide systems and procedures to sustain existing policy initiatives and facilitate development and implementation of new policies, particularly in the areas of operations and administration, school quality and support, and monitoring and accountability;
  • Support development, implementation and monitoring of policy action plans;
  • Facilitate policy review meetings with regard to systems strengthening and develop tools to assess impact;
  • Improve the capacity of government education officials to develop leadership, managerial, and supervisory skills to effectively manage and monitor education service delivery;
  • Provide guidance to evidence-based decision-making using data analysis, monitoring, and feedback loops with local government and civil society leaders;
  • Support dissemination of new policies and opportunities for bottom-up feedback at all levels through workshops involving local government education officials, community meetings, IT, paper publications, and ongoing media campaigns. Qualifications

Required Skills & Qualifications:

  • 10 years of related work experience, along with a Bachelor's Degree in International Development, Communications, Social Work, or other related field; or 5 years of related work experience with a Master's degree in Education, Public Policy or related field;
  • Demonstrated experience working with government agencies, actors, and other stakeholders at the national and governorate levels;
  • Demonstrated experience working with government in policy development and planning;
  • Demonstrated capacity to lead workshops, trainings, and strategic planning sessions.
  • Demonstrated experience in developing and implementing capacity building plans in culturally, politically, and security sensitive environments;
  • Knowledge in data management, analysis and report writing; and
  • Professional proficiency in written and spoken English.

Desired Skills & Qualifications:

  • Experience working to develop government actors and civil society groups in Syria, specifically in the northeast.
  • Oral and written fluency in Arabic.
