FHI 360 is seeking qualified candidates for a Technical Advisor – Governance position for an anticipated community nutrition activity in Ethiopia. The activity will build upon a long tradition of USAID nutrition funding in Ethiopia and is expected to focus on enhancing multisector coordination and accountability; improving nutrition practices and health-seeking behaviors; and strengthening delivery of quality nutrition services within USAID’s Feed the Future Zones of Influence. This will be a full-time position based in Addis Ababa, Ethiopia for a duration of five years. Ethiopian nationals are strongly encouraged to apply. Job Summary:

The Technical Advisor – Governance will lead the design and implementation of strategic approaches to strengthen multisectoral nutrition coordination and governance aligned with policies and structures, complementary investments, and donor requirements. S/he will provide technical direction and training for staff and partners and oversee the operational aspects of the multisectoral nutrition governance approach, including indicators, monitoring plans, and any recommended changes to the work plan and/or budget based on data collected and lessons-learned from the field. The Technical Advisor will also prepare governance sections of donor reports and learning documents; and provide coordination and technical support for government and community organizations based on the latest evidence and best practices.

Key responsibilities:

  • Lead the design and implementation of the multisectoral nutrition and governance strategy and action plan based on assessment findings, industry standards, and national guidelines.
  • Design evidence-based approaches to strengthen community-level nutrition coordination and budgeting and integrate within project activities according to the strategy and action plan.
  • Provide technical support in the creation and dissemination of multisectoral nutrition tools, strategies for assistance and mentorship, reports, and interventions across the project.
  • Work closely with assigned teams to ensure governance activities are implemented according to best practices and evidence-based frameworks.
  • Prepare and deliver presentations to donors and key stakeholders on progress.
  • Develop project work plans and coordinate with donors and partners on activities.
  • Ensure technical deliverables and implementation are consistent with best practices.
  • Proactively identify risks or challenges to technical deliverables and create mitigation plans.
  • Review, assess, and evaluate the effectiveness of multisector nutrition governance interventions and make recommendations for enhancements.
  • Ensures the quality of implemented technical activities and systems at all levels.
  • Willingness to travel within country for technical assistance provision and quality assurance.

    Minimum Requirements:

    • Master's degree or its international equivalent in public health, management, nutrition, international development, or related field preferred; or bachelor’s degree and 2 additional years of work experience.
    • Minimum of 12 years of related work experience, including managing and implementing multisectoral nutrition coordination and governance initiatives for donor-funded programs, preferably in Ethiopia or similar country contexts.
    • Familiar with national policies, strategies, and platforms related to multisector nutrition.
    • In-depth understanding of local government and planning and budgeting processes from the national to the kebele level.
    • Strong stakeholder engagement and facilitation skills.
    • Relevant computer software skills (at a minimum, the standard applications in MS Office).
    • Oral and written fluency in English.
