Context 

The Global Lead Shelter and Settlements is based within the Programme Policy and Development (PPD) unit, within the Field Operations department at Head Office, Oslo. The position reports to the Director Programme Policy and Development. The PPD unit sets NRC’s response policy, develops accompanying strategies, and provides the required guidance that enables NRC to implement quality humanitarian assistance. To ensure that NRC is a leading displacement organization the PPDU continuously explores new areas, fosters knowledge and learning, and is NRC’s programme face to the global humanitarian community.

We are looking for a Global Lead, Shelter and Settlements to work as the organisation’s strategic leader for the core competency and be accountable for ensuring the scope, quality, and relevance of the Shelter and Settlements programme approach within NRC. The Global Lead Shelter and Settlement will ensure continuous development and improvement within Shelter and Settlements, including policy, strategy, standards, evidence and learning innovation, generating funding, and coordinating the sharing of knowledge and expertise within NRC at all levels in relation to Shelter and Settlements. The Global Lead Shelter and Settlements also will develop and maintains strategic-level external relationships and networks in Shelter and Settlements.

What you will do 

You will be responsible for programme development and programme standards within Shelter and Settlements.

Some of your day-to-day tasks will include

  • Continuing the dissemination/implementation of the S&S global strategy priorities including -
    • Operationalising the Environmental Minimum Commitments for S&S.
    • Continuing the development of Safe and Inclusive Programming approaches in S&S.
      • Fundraising against the strategy, especially for Programme Development at a Head Office level.
      • Working with CC/Sector/Thematic leads on activities promoting integrated programming.
      • Engaging with Cash and Markets counterparts on Market Systems Approaches.
      • Developing S&S forms and flows for CORE (registration database to host and retrieve. individuals’ data, which avoids duplicates and performs data entry checks for data quality performance).
      • Planning and facilitating an International Global S&S workshop with the S&S Community of Practice.

         What you will bring 

        • Minimum 8 years of relevant leadership/management/adviser experience within the humanitarian field
        • Extensive experience in programming in complex and volatile contexts
        • Experience of strategic approaches to programme development
        • Experience of leading scoping exercises and leading organisational change and learning processes
        • Experience of programme quality assessments, programme development and delivery
        • Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources
        • High level of understanding of organisational learning, and the role and contribution of M&E to evidencing impact assessment
        • High level of understanding of, and commitment to, providing technical leadership and working collaboratively and supportively with colleagues both within the function and operationally, including capacity building
        • Understanding of effective matrix management, including working with virtual teams and providing technical supervision and support
        • Credibility to represent NRC at a strategic level, and contribute to global policy developments with key donors and stakeholders
        • Evidenced experience of delivering learning and development as part of programme development and capacity building
        • Fluency in English and (French, Arabic or Spanish desirable), both written and verbal
